May 22, 2007 <br />Assessment must address any issues that the BLM and cooperating agencies <br />deem appropriate. <br />Task 5. DEIS and Supporting Documents. <br />The Consultant should be aware that the actual dates for completion of the <br />draft and final documents may change after project scoping and the dates <br />presented in this task are solely for the purpose of preparing a contract <br />budget. The BLM has provided the Draft schedule in the attached Exhibit 2 <br />— Work Plan. <br />The Consultant shall provide twenty -five (25) copies of a preliminary DEIS <br />for review by the lead agency, the cooperating agencies and the MRCG no <br />later than August 1st, 2008. After a 30 -day review of the preliminary DEIS, <br />the Consultant shall incorporate comments by the USCOE, cooperating <br />agencies and the MRCG. The DEIS shall contain the proposed mitigation <br />and monitoring plan. <br />The Consultant shall incorporate, as a part of the overall DEIS, a NEPA <br />document that addresses the requirements of the Clean Water Act, Section <br />404 (b)(1) guidelines. <br />The Consultant shall assume that, at a minimum, appendices of the DEIS <br />will be required that address the following issues: <br />a. Alternatives Screening Table/ 404 (b)(1) Alternatives Assessment <br />b. Hydrology and all flow modeling (to be provided by the U.S. <br />Bureau of Reclamation) <br />c. Biological Assessment /Biological Opinion <br />d. Recreation issues <br />e. U.S. Fish and Wildlife Coordination Act summary <br />f. Mitigation and Monitoring Plan <br />g. Section 404 (b)(1) Showing Document (to be prepared by 3` Party <br />consultant and incorporated into DEIS) <br />h. All pertinent geology and groundwater modeling (to be provided <br />by MRCG) <br />i. Programmatic Agreement /MOU <br />j. Public Scoping/ Involvement Report <br />Task 6. Printing and Distribution of the DEIS. <br />The Consultant shall print a total of three hundred (300) copies (at 200 -400 <br />pages each approx.) of the DEIS and shall mail to a distribution list compiled <br />by the Federal agencies and MRCG. The mailing list shall be updated as <br />
