May 22, 2007 <br />Cumulative impacts — an assessment of the impacts of the proposed <br />action combined with the other past, present and reasonably foreseeable <br />future actions will be performed <br />• Water Resources — the following specific issues will be addressed <br />Alternative diversion points from Flaming Gorge Reservoir or the <br />Green River from Wyoming, Utah or Colorado. <br />A range of potential diversion amounts from Flaming Gorge or the <br />Green River based upon the alternative demands identified. The <br />Consultant will be provided hydrologic modeling results from <br />potential Flaming Gorge diversions prepared by the U.S. Bureau of <br />Reclamation. <br />Proposed pipeline alignments that minimize stream crossings and <br />impacts to aquatic resources. <br />Cultural Resources — the following tasks will be completed <br />- Class I surveys of the Area of Potential Effects (APE) for the <br />proposed action and all practicable alternatives <br />- Class III surveys of the APE for the proposed action <br />- Site testing and evaluation of multiple sites within the proposed <br />action APE for eligibility for the National Register of Historic Places <br />- Mitigation negotiations and plan development <br />- Native American consultation (to be conducted by Federal agencies), <br />including ethnographic surveys <br />- Development of Programmatic Agreement/1\40U. <br />Subtask 3.5 Mitigation and Monitoring Plan <br />The Consultant will develop a draft mitigation and monitoring plan based <br />upon the proposed impacts and their best technical judgement. The <br />Consultant will be assisted in the mitigation and monitoring plan <br />development by the permitting consultant and the design consultants. The <br />Consultant shall consult with the BLM, USCOE, the MRCG, and other <br />regulatory agencies during the development of the plan. The Consultant shall <br />work closely with MRCG and its consultants to avoid any duplication of <br />effort. The mitigation and monitoring plan will address impacts to the <br />environmental parameters listed in Subtask 3.4 and provide for on -going <br />monitoring of mitigation success. <br />Task 4. Biological Assessment. <br />The Consultant shall prepare a Biological Assessment to evaluate the <br />impacts of the proposed project on endangered species. The Biological <br />-7- <br />
