May 22, 2007 <br />Subtask 3.1 Purpose and Need <br />The Consultant shall assist the BLM, USCOE and MRCG in the preparation <br />of the Draft Purpose and Need Statement for the proposed Regional Water <br />Supply Project. Consultant shall refer to, and take into account, the Draft <br />Regional Water Supply Project Report (HDR 2007) which provides a <br />preliminary purpose and need analysis. <br />Subtask 3.2 Alternatives Analysis <br />The Consultant shall rigorously explore the alternatives to the Regional <br />Water Supply Project and, in conjunction with the Federal agencies, the <br />cooperating agencies and MRCG shall develop a list of potential alternatives. <br />The Consultant shall work closely with MRCG and its consultants to avoid <br />any duplication of effort. At a minimum, the Consultant shall analyze the <br />following list of preliminary alternatives: <br />1. Proposed Action — the project features include an intake structure <br />located within the Flaming Gorge Reservoir or the Green River in either <br />Wyoming, Utah, or Colorado, a large diameter pipeline and multiple <br />pumping stations along an approximate 400 -mile route from the <br />reservoir to the Front Range of Colorado. A generalized route has been <br />established, however, it is anticipated that the EIS consultant will <br />finalize the final proposed alignment based upon "least damaging" <br />routes and existing utility corridors, including the BLM's proposed <br />"Energy Corridor" through southern Wyoming. Alternatives shall also <br />be considered for differing diversion locations from Flaming Gorge <br />Reservoir or the Green River mainstem from either Wyoming, Utah, or <br />Colorado locations based upon the "least damaging" diversion locations. <br />2. Alternative Pipeline Route - The EIS Consultant shall consider at least <br />one additional pipeline route through Colorado for the delivery of <br />Flaming Gorge or Green River water supplies to the Front Range of <br />Colorado. A generalized route has been established, however, it is <br />anticipated that the EIS consultant will finalize the final proposed <br />alignment based upon "least damaging" routes and existing utility <br />corridors. It is anticipated that this alternative may be eliminated during <br />Alternatives screening due to the diversion of Flaming Gorge or Green <br />River water supplies into Colorado's high mountain streams of pristine <br />water quality. <br />3. No Action — The No Action Alternative shall also be assessed and shall <br />include the anticipated future water supply alternatives currently being <br />considered for the Front Range of Colorado. <br />-3- <br />
