May 22, 2007 <br />Conservation — Progressive conservation measures shall be included as a <br />part of all Alternatives being analyzed. <br />The Consultant shall prepare a letter report discussing the merits and <br />problems associated with the identified potential alternatives. Included <br />within the report shall be a matrix table to be utilized for screening of <br />preliminary alternatives. The table should compare factors such as public <br />interest, cost, logistics and technology, impacts to aquatic resources, and <br />other environmental factors. The Consultant shall work closely with MRCG <br />and its consultants to avoid any duplication of effort. <br />For the purposes of generating an initial cost estimate for the proposal, the <br />Consultant shall assume that, after initial screening of the identified <br />alternatives, the following three (3) alternatives will be selected as <br />practicable alternatives and evaluated in detail in the EIS: <br />1. Proposed Action <br />2. Alternative Pipeline Route <br />3. No Action <br />Conservation — Conservation measures currently being implemented by <br />Front Range Water Providers and potential additional measures will be <br />considered a part of all the practicable alternatives. <br />The actual final number of practicable alternatives will be determined by the <br />Federal agencies. <br />Subtask 3.3 Affected Environment <br />The Consultant will complete all the necessary resource mapping, surveys <br />and site specific analyses to adequately describe the environmental elements <br />affected by implementation of the practicable alternatives. The Consultant <br />shall work closely with MRCG and its consultants to avoid any duplication <br />of effort. The Consultant shall de-wribe what impacts must be mitigated <br />For the practicable alternatives, the Consultant shall fully describe the effects <br />of project construction and operation on the environmental parameters listed <br />in the attached. <br />The Consultant shall fully describe environmental consequences of <br />implementing the practicable alternatives on the environmental parameters <br />listed below. <br />-4- <br />
