Of the fifteen meetings, the <br />Consultant shall plan on attending up to seven (7) meetings in the Cheyenne, <br />Wyoming BLM offices. <br />Task 2. Public Involvement and Participation Program. <br />The Consultant will develop a tailored public involvement program with the <br />goal of informing the public and soliciting input regarding the NEPA process <br />as related to MRCG's proposed water development project. This will <br />include preparing fact sheets, facilitating community meetings, preparing <br />newsletters and presentation materials to provide updated information on the <br />proposed project and the regulatory review process. The Consultant will <br />work closely with MRCG and its public relations representative to avoid any <br />duplication of effort and with the Federal agencies to determine the <br />appropriate level of public involvement for the project. No Public Notices <br />shall be released for publication without the prior review of the MRCG and <br />the BLM. <br />For planning and budgeting purposes, Consultant shall assume that the <br />Public Involvement and Participation Program will consist of four (4) Public <br />Scoping Meetings, four (4) Public Information Meetings prior to release of <br />the DEIS, and four (4) Public Hearings on the DEIS. For each set of <br />meetings, two (2) would be held in Wyoming (one each in Rock Springs and <br />Cheyenne) and two (2) would be held in Colorado (one each in Greeley and <br />Denver). <br />Task 3. Preparation of the Draft Environmental Impact Statement. <br />The Consultant shall prepare a Draft Environmental Impact Statement <br />(DEIS) that fully meets the requirements of the National Environmental <br />Policy Act (NEPA). The DEIS shall be completed to the satisfaction of the <br />BLM and USCOE. <br />The Consultant shall collect and /or compile the data necessary to write an <br />acceptable DEIS, including a complete and comprehensive literature search. <br />The Consultant shall keep organized project work files documenting the data <br />collected and any analyses completed to perform the work described in the <br />contract. A complete and comprehensive Administrative Record shall be <br />maintained by the Consultant and made available to the BLM, USCOE and <br />the MRCG upon request. The Consultant shall work closely with MRCG <br />and it's consultants to avoid any duplication of effort. <br />The Consultant must complete the following subtasks in a timely and <br />professional manner. <br />-2- <br />
