May 22, 2007 <br />Million Resource Conservation Group <br />Regional Water Supply Project <br />Environmental Impact Statement — Scope of Work <br />Introduction <br />The Million Resource Conservation Group (MRCG) is pursuing the construction of the <br />Regional Water Supply Project from the Flaming Gorge Reservoir to the Colorado Front <br />Range. Prior to construction of the proposed project the MRCG is seeking federal <br />authorizations from the Bureau of Land Management, Corps of Engineers, Forest Service <br />and the Bureau of Reclamation, to proceed with its project through preparation of an <br />Environmental Impact Statement (EIS). The Wyoming BLM will be the lead federal <br />agency named for this comprehensive NEPA. The EIS consultant will work directly for <br />the above named Federal agencies and will be compensated by the MRCG. The EIS <br />Consultant must sign a "Conflict of Interest" statement with the Federal agencies named. <br />The MRCG has retained a permitting consultant who will coordinate all federal <br />(including Section 404), state, and local permitting activities and a design consultant who <br />will develop engineering specifications as needed to support the EIS effort. <br />Presented below is the Scope of Work for the preparation of the EIS documentation. The <br />Consultant shall prepare a proposed approach, schedule, and budget to complete the tasks <br />specified in this Scope of Work. <br />Phase I. Preparation of the Draft Environmental Impact Statement <br />Task 1. Cooperating Agency Meetings/Project Meetings. <br />The Consultant shall attend a minimum of eight (8) meetings with the <br />cooperating agencies and the MRCG. The purpose of these meetings is to <br />review the proposed project completion schedule, familiarize the Consultant <br />with the Federal agency representatives, the MRCG, and cooperating <br />agencies staff assigned to the project, review available information, identify <br />issues and discuss reporting procedures and information transfer. <br />The Consultant shall prepare the materials needed for all cooperative agency <br />meetings and Public hearings and meetings. Materials should include project <br />background information, maps of the project area, maps of the project <br />alternatives, a description of the EIS status and any diagrams needed to <br />describe the permitting process, and the environmental review process of the <br />proposed project. The Consultant shall work closely with MRCG and its <br />consultants to avoid any duplication of effort. <br />The Consultant shall attend all project status meetings, cooperating agency <br />meetings, and public hearings and meetings related to the public information <br />process for the Regional Water Supply Project EIS. The Consultant shall <br />attend up to fifteen (15) total meetings with the Federal and Cooperating <br />-I - <br />
