Mr. Lis has knowledge of the administration of water rights in Division 5 and also <br />has knowledge of hydrology, water resources engineering, augmentation requirements, <br />and ground water hydrology. <br />4. Greg Espegren, is a Senior Water Resources Specialist, Colorado Water <br />Conservation Board, 1313 Sherman Street, #721, Denver, Colorado 80203. Telephone <br />(303) 866 -3441. Mr. Espegren possesses knowledge about the CWCB's actions pursuant <br />to section 37 -92- 102(3) and the CWCB's Instream Flow and Natural Lake Level <br />Program. Mr. Espegren possesses knowledge about water rights administration, the <br />beneficial use requirement of water appropriations, and about waste issues. Mr. Espegren <br />also possesses knowledge about the Board's responsibilities to: 1) promote the <br />conservation of the waters of the state of Colorado; 2) secure the greatest utilization of <br />such waters; 3) foster the conservation of the water of the state of Colorado by .. <br />promotion and implementation of sound measures to enhance water use efficiency in <br />order to serve all the water needs of the state; and 4) assure the availability of adequate <br />supplies for future uses. Mr. Espegren has reviewed the application in this matter, and <br />with particularity, those portions which may violate the statutory provision which vests <br />the CWCB with the exclusive authority to hold instream flow water rights and those <br />portions that may not constitute a legally cognizable beneficial use of that water. <br />5. . Bahman Hatami, is a Senior Water Resources Specialist, Colorado Water <br />Conservation Board, 1313 Sherman Street, #721, Denver, Colorado 80203. Telephone <br />(303) 866 -3441. Mr. Hatami has knowledge of CWCB's actions pursuant to section 37- <br />92- 102(3) and the CWCB's Instream Flow and Natural Lake Level Program. Mr. Hatami <br />possesses knowledge about water rights administration, the control and beneficial use <br />requirements of water appropriations, and about waste issues.
