Mr. Espegren also possesses knowledge about the Board's responsibilities to: 1) promote the conservation of the waters of the state of Colorado; 2) secure the greatest utilization of such waters; 3) foster the conservation of the water of the state of Colorado by .. promotion and implementation of sound measures to enhance water use efficiency in order to serve all the water needs of the state; and 4) assure the availability of adequate supplies for future uses. Mr. Espegren has reviewed the application in this matter, and with particularity, those portions which may violate the statutory provision which vests the CWCB with the exclusive authority to hold instream flow water rights and those portions that may not constitute a legally cognizable beneficial use of that water. 5. .
