Mr. Espegren <br />also possesses knowledge about the Board's responsibilities to: 1) promote the <br />conservation of the waters of the state of Colorado; 2) secure the greatest utilization of <br />such waters; 3) foster the conservation of the water of the state of Colorado by .. <br />promotion and implementation of sound measures to enhance water use efficiency in <br />order to serve all the water needs of the state; and 4) assure the availability of adequate <br />supplies for future uses. Mr. Espegren has reviewed the application in this matter, and <br />with particularity, those portions which may violate the statutory provision which vests <br />the CWCB with the exclusive authority to hold instream flow water rights and those <br />portions that may not constitute a legally cognizable beneficial use of that water. <br />5. .
