We are in receipt of your letter to the Colorado Water Conservation Board (CWCB), dated
February 20, 2009, regarding the above-referenced grant contract. In your letter you indicate that the
City of Florence's matching funds for the project are not available at this time. As you know, without
the City's contribution we can no longer continue to fund the project.
The grant was appropriated in SB OS-084 in May 2005. The Grant Contract C150203 was executed on
October 11, 2005 and expired on October 11, 2007. The grant title and scope of the project were
changed and added to HB 08-1346 which was approved by the legislature and signed by the Governor
in May 2008. Since an amendment to the original Grant Contract was not subsequently executed, the
original grant contract has expired and the unused funds are no longer available.
