� <br />The Florence Correctional Complex, home to "Super Max", has become the prison selected for <br />A1 Quaida prisoners by the Bureau of Prisons, and is scheduled for an addition to house these <br />prisoners. The total current geographical area covers approximately 120 square miles and serves <br />a population of 8,300. <br />The City of Canon City, City of Florence and Pueblo West Metropolitan District are members of <br />the Southeastern Water Conservancy District, and participants in the Preferred Storage Options <br />Plan and the Enlargement Plan of the reservoirs servicing Southeastern Water Conservancy <br />District. Plans underway for the past three to four years to enlarge reservoirs and make more <br />storage space available for member entities of Southeastern are experiencing political and <br />geographical delays. The Oak Creek Reservoir may certainly be conshucted by 2010, and it is <br />doubtful if the reservoirs in the Southeastern District will be enlazged by 2010, even if current <br />political and geographical issues can be resolved quickly. <br />As such, and realizing such, the City of Canon City asked the City of Florence to brief options <br />available for other entity participation in Oak Creek Reservoir on August 10, 2004 at a Canon <br />City Public Works Meeti.ng. The City of Canon City does not have storage rights, and is <br />interested in participating in the Oak Creek Reservoir, given financial and political <br />considerations, which can be solved. <br />Further, Pueblo West Metropolitan District, experiencing one of the most ra.pid growth <br />percentages of the state, has approached Florence for participation in the Oak Creek Reservoir. <br />Pueblo West is interested in storing some of their water rights in Oak Creek Reservoir, given the <br />current stalled status of the Southeastem PSOP and Enlargernent Options. The addition of these <br />two entities, while somewha.t premature currently, could expand the service area of an Oak Creek <br />Reservoir with an additional population of 45,000 people and a greatly expanded geographical <br />area extending from Canon City to Pueblo West. <br />Thus storage of raw water in the Oak Creek Reservoir stands to benefit many more entities in the <br />Southeastern Water Conservancy District and potentially the entire Arkansas River Basin. We <br />believe this interest, and potential contribution and participation, rises "to a matter of sta.te-wide <br />concern", and should certainly qualify for the requested grant funds of $200,000. <br />,-- <br />
