A healthy dialogue between the three parties has identified issues that should be <br />considered in developing a future water supply and the opportunities that could be realized. Those <br />discussions were also extremely helpful in identifying the process by which intergovernmental <br />cooperation could be enhanced and complement the activities of the working groups who are <br />addressing the technical questions identified in the Plan of Study. <br />Through those discussions, a number of :r:�portant planning c::teria for �ach of th.e participants were <br />identified. These included the need to consider the effective and economic development of local water <br />resources available to DCWRA members before renewable supplies would be introduced from other <br />areas such as the South Platte River and ultimately from more remote sources such as transmountain <br />watersheds. Any future integrated water plans would incorporate demand management (conservation, <br />nonpotable reuse, system integration, and optimal use of existing water rights) as well as supply-side <br />alternatives such as additional pumping of the Denver Basin aquifers and renewable supplies. This <br />approach will optimize the use of available groundwater and local resources and allow the managed <br />incorporation of new water supplies into the Front Range communities. The Plan of Study also <br />recognizes that utilities will be expected to pay a threshold cost for local water supplies before a new <br />source of supply from another basin is developed.
