�J <br />� Mr Peter Evans <br />Page 2 <br />November 5, 1999 <br />� <br />The spirit of.cooperative regional planning and nonparochial development of the Plan of Study was <br />instrumental in moving this process forward so effectively. DCWRA wishes to recognize the <br />leadership provided by Denver Water Board and the Colorado River Water Conservation District in <br />achieving that important milestone. <br />It is expected that this study process will be conducted over a two year period with a final report <br />completed by early 2002. <br />DCWRA Participation <br />DCWRA represents nearly 20 water and metropolitan districts in Douglas and Araphaoe Counties <br />with a common interest in the long-term development of economic and sustainable water supplies for <br />their customers. Appro�cimately 80 percent of the water supplies are provided by four entities — <br />Centennial Water and Sanitation District, East Cherry Creek Valley Water and Sanitation District, <br />Town of Castle Rock and Parker Water and Sanitation District. At this time, the four large water <br />districts and the majority of the smaller districts who could benefit from any project that is <br />implemented as a result of this effort have committed funds and their staffs' time to the Study <br />process. <br />Through the development of this Plan of Study and commitment to the identified studies, the <br />• membership has also prepared a Participant Agreement and funding program for a major part of the <br />anticipated cost of the activities over the next two years. It is expected that all participants will have <br />signed this Participant Agreement by early in 2000. <br />Project Funding <br />While no specific contracts have yet been negotiated with consultants, the three participating <br />governmental agencies have committed funds to complete the majority of technical tasks that are <br />anticipated. As an indication of the level of commitment being brought to the process, the following <br />financial pledges have been made for the two-year planning period: <br />Douglas County <br />Denver Water Board <br />Colorado River Water Conservation District <br />DCWRA Participants <br />. <br />$50,000 <br />$50,000 plus inkind services <br />$50,000 plus inkind services <br />$750,000 plus inkind services <br />The Participant Agreement identifies a rigorous budget approval and peer review process that will be <br />used to manage study efforts and ensure the quality of all work products that result from these efforts. <br />Request for State Participation and Grant Monies <br />The members of this partnership recognize the value of previous state planning issues including the <br />identification of the opportunities for a conjunctive use approach to meeting the long term water <br />needs of the south Denver metropolitan area. Further expressions of support have been received from <br />executive level state officials during recent briefing sessions on the progress of this program. <br />DCWRA is looking forward to continued support from the State of Colorado and eventual <br />
