Douglas County Water Authority — South Metro Water Supply Study
I have attached a copy of correspondence from the Douglas County Water
Resource Authority briefly describing one of the most significant opportunities for further
coordination and development of water supplies for the rapidly growing Metro Front
Range communities. This proposal is sufficiently short that I won't summarize it here.
• Our staff has discussed this proposal with representatives of Douglas County
Water Resource Authority and with representatives of Denver Water and the Colorado
River Water Conservation District, who are partners in the proposal. As we understand
it, this study will provide a framework to define and evaluate one or more water supply
"sequencing strategies" that meet near- and long-term water needs of the Authority
members that participate in the study; these strategies are supposed to sequence water
resource conservation, management, development and operations to meet those needs.
This study is not, however, designed to identify future projects. The results of this study
should indicate the extent to which water supplies can be developed, first within the
basin, before reaching an "unacceptable cost" threshold that might warrant development
of additional water resources. As indicated in their letter, Douglas County Water
Resource Authority representatives will be available to explain their proposed study in
greater detail and to answer any questions you may have.

Based upon our discussior�s and review of the Scope of Work for this study, we
conclude that this study represents a responsible means for evaluating the water supply
and cost associated with these options. Therefore, I recommend that the Board include
provisions in its funding recommendation for the year 2000 to the Colorado General
Assembly that would authorize us to grant $100,000 from the CWCB Construction Fund
for this study and that make such funds available until the project is complete.
