Evans <br />Director, CWCB <br />Agenda Item 15f, November 22-23, 1999 Board Meeting-- <br />Douglas County Water Authority — South Metro Water Supply Study <br />I have attached a copy of correspondence from the Douglas County Water <br />Resource Authority briefly describing one of the most significant opportunities for further <br />coordination and development of water supplies for the rapidly growing Metro Front <br />Range communities. This proposal is sufficiently short that I won't summarize it here. <br />• Our staff has discussed this proposal with representatives of Douglas County <br />Water Resource Authority and with representatives of Denver Water and the Colorado <br />River Water Conservation District, who are partners in the proposal. As we understand <br />it, this study will provide a framework to define and evaluate one or more water supply <br />"sequencing strategies" that meet near- and long-term water needs of the Authority <br />members that participate in the study; these strategies are supposed to sequence water <br />resource conservation, management, development and operations to meet those needs. <br />This study is not, however, designed to identify future projects. The results of this study <br />should indicate the extent to which water supplies can be developed, first within the <br />basin, before reaching an "unacceptable cost" threshold that might warrant development <br />of additional water resources. As indicated in their letter, Douglas County Water <br />Resource Authority representatives will be available to explain their proposed study in <br />greater detail and to answer any questions you may have. <br />• <br />Based upon our discussior�s and review of the Scope of Work for this study, we <br />conclude that this study represents a responsible means for evaluating the water supply <br />and cost associated with these options. Therefore, I recommend that the Board include <br />provisions in its funding recommendation for the year 2000 to the Colorado General <br />Assembly that would authorize us to grant $100,000 from the CWCB Construction Fund <br />for this study and that make such funds available until the project is complete. <br />Attachment <br />cc: Mr. Jim Sullivan <br />Mr Chips Barry <br />L:/WCTRANS/Boardmem/Nov99/ISf Nov99 SoMetroWtr Study <br />
