� <br />C� <br />$outh Platte Ditch Company — Johnson � Edwards Ditch Company Shareholders <br />Radio Telemetry Canal Modernization Demonstration Project <br />SCOPE O� WORK <br />The objective of this project is to demonstrate the value of electro�ic control equipment <br />with integral �adio communications capability in managing the conjunctive operation of a <br />surface diversion system, groundwater pumping, groundwater recharge, pumped <br />augmentation flows and reservoir storage releases. Targeted capabilities will be <br />improved efficiency in water management, and development of data streams that can <br />facilitate leasing and trades of water supplies both within the participating ditch <br />companies as well as with other water users in the South Platte Basin. Project tasks <br />have been arranged for completion in three phases. The phases generally follow a <br />progression from more basic functions, such as flow monitoring, on toward higher-level <br />applications that include local automation and remote adjustment capabilities. The <br />participating ditch companies (companies) include the South Platte Ditch Company <br />(SPDC) and certai� participating shareholders of the Johnson and Edwards Ditch <br />Company (J8�E SH). <br />Phase I will include establishing field sites at selected locations for monitoring flow, and <br />setting up base stations to receive telemetered data. Planned installations include a site <br />unit for each company plus one at a site to be designated by the Division of Water <br />Resources in Sterling, CO. The selected field sites will include operating recharge sites, <br />the points of ineasurement for surface diversions, plus the end-of-system outflow points <br />of each company. For wells voluntarily enrolled for participation in the demonstration <br />program by company shareholders, telemetry will b� linked to existing well meters on <br />J8E SH altemate point of diversion wells. A new flume will be constructed as part of the <br />SPDC recharge system. A data management system will be developed to process <br />information generated by the flow monitoring technology and distribute this information <br />to shareholders and others in an appropriate manner. A field day will be held to enable <br />interested pa�ties to view the various aspects of the project. <br />Phase II will be primarily focused on upgrades of ineasurement and control structures at <br />interior sites along the SPDC delivery system. Flow monitoring equipment will be <br />installed at the head of the SPDC's "company" lateral and at a flume in the lower reach <br />of this latetal. Telemetry of canal stag� as flow leaves the SPDC river diversion <br />structure will be part of Phase II. Gate automation will be installed at the SPDC upper <br />spill structure, near the diversion measurement weir. Telemetry equipment will be <br />installed on any J&E SH wells that are voluntarily enrolled in the demonstration project <br />subsequent to Phase I activities. The data management system developed in Phase I <br />wilt be modified as opportunities for improvement are identified. A field day will be held <br />to enable interested parties to be updated on progress of the project. <br />Phase III will focus on additional improvements to the SPDC system monitoring and <br />control capabilities. A measurement system will be installed in the main canal just <br />downstream from the company lateral off-take. The controUtelemetry unit installed in <br />Phase II to monitor flow entering the lateral will be equipped to also monitor flow <br />proceeding down the main canal. Additionally, this control/�elemetry unit will be <br />configured to automate the gate controlling flow into the laterat in order to maintain target <br />discharge down the lateral. Further refinements to the data management system will be <br />performed as opportunities for improvement are identified.
