1990 <br />Assess Mitigation Needs An inventory of flood mitigation needs will be made of Colorado's 297 <br />floodprone communities which consists of 234 cities and towns and 63 counties. <br />Inventory Flood Damages and Repetitive Losses The inventory of community flood needs will <br />be compiled by community, measuring flood damages to structures and facilities, and acres loss due <br />stream channel migration and overbank flooding. It will identify those floodplain areas subject to <br />repeated flood damage as especially serious problems. <br />List Mitigation Measures The statewide assessment will list the type of proposed and in -place <br />flood - related mitigation measures and preliminarily assess their effectiveness and the costs of <br />measures that will need to be implemented in the future. <br />Compile Cost of Existing and Future Mitigation The community inventory will identify and <br />compile the types and costs of flood - related mitigation measures which the communities have <br />developed already by master drainage or comprehensive planning efforts and estimate the costs of <br />measures that will need to be implemented in the future. <br />Interface with other Natural Resource Interests Related floodplain issues and interests will be <br />assessed to determine more natural means of achieving flood mitigation and' flood loss reduction. <br />This multi- objective approach to floodplain management will be incorporated into the formulation <br />of flood mitigation plans. <br />Review Institutional Responsibilities and Mandates Federal and State regulatory mandates <br />which control the administration of Colorado's stream corridors will be reviewed and their areas of <br />influence will be identified <br />Research Funding Opportunities Project funding options for this program will be researched and <br />discussed within federal, other state agencies, and local governments to determine compatibility <br />with existing funding programs. CWCB will review and evaluate these proposals and make a final <br />recommendation regarding the proposed program. <br />Report Findings The findings of the needs assessment, as compiled by a contractor, will be <br />presented to the Board in a formal report. The Board will review and evaluate the information and <br />prepare a recommendation which can be further considered for statewide implementation by the <br />CWCB, the Governor's Office and the Colorado General Assembly. <br />ADMINISTRATION AND EVALUATION OF THE STATEWIDE NEEDS INVENTORY <br />Upon the receipt of the authorization and funding to commence with the "Statewide River <br />Rehabilitation and Floodplain Management Needs Inventory" the Board will assist with the creation <br />of a steering committee.
