1989 <br />- streambank and channel erosion problems <br />- channel conveyance and floodplain capacity <br />- loss of fish and wildlife habitat areas <br />- preservation and restoration of natural areas <br />- participation in open space and land acquisition programs; <br />• to evaluate the need for a state -wide stormwater detention policy; and <br />• to authorize and implement funding opportunities /strategies for studies and projects. <br />PROPOSAL FOR THE COLORADO WATER CONSERVATION BOARD $100,000 <br />FUNDING REQUEST <br />The Board seeks approval and authorization to expend up to $100,000 from the CWCB <br />Construction Fund to develop a scope of work and contract for professional services to conduct a <br />statewide inventory of river rehabilitation and floodplain management needs. The proposed <br />legislative language is: <br />Section 9. Statewide river rehabilitation and floodplain management needs inventory. <br />The Colorado water conservation board is hereby authorized to expend up to one hundred <br />thousand dollars ($100,000) from the Colorado water conservation board construction <br />fuaul to develop a scope of work and contract for services to conduct a statewide inventory <br />of river channel restoration and floodplain management needs. The findings of the needs <br />assessment will be the basis for a proposal to' determine the economic feasibility of <br />establishing a statewide floodplain management and river channel rehabilitation program <br />funded separately from the Colorado water conservation board construction fund The <br />proposed program would represents a comprehensive approach and source of funds for <br />local governments to better manage and address multi - objective river issues including <br />floodplain management, ,flood hazard mitigation measures, streambank and channel <br />erosion, loss of channel conveyance capacity, and loss of wildlife habitat areas. <br />The floodplain management needs assessment and feasibility study will address the following work <br />tasks: <br />Review Existing Programs All existing federal and state program will be reviewed and evaluated <br />to determine their functionality in addressing state flood mitigation needs and the partnership <br />opportunities that each offers. <br />Identify Remaining Flood Hazards Determine the stream reaches within the State where flood <br />hazard information is needed to assist with the administration effective floodplain management <br />programs. <br />3 <br />
