The association is operated by a board elected by the <br />embership. Its goals are to provide augmentation water to replace out of priority depletions, tributary to the Arkansas, to <br />able stateline flows and senior surface water rights on the Arkansas and on Fountain Creek. Wells and well permits <br />mcluding springs) that were decreed and permitted for irrigation, commercial, industrial, municipal, etc., must be augxnented to <br />place the water they consume according to the Amended Rules and Regulations Governing the Diversion and Use of Tributary <br />ound Water in the Arkansas River Basin, Colorado (Jule 1, 1996, the "Amended Rules"). We are also working towards <br />chasing water rights to enable its membership to continue to benefit from the use of their wells. The association board <br />eetings are open to the membership and members are encouraged to participate. Each board meeting is held on the third <br />esday of every month at 7:00 p.m. in Manzanola at the AGUA Office. Be sure to call before you come in case of <br />expected cancellations. <br />�ici ell Tests and Usage Reporting: <br />ants under the AGUA Plan will be re uired to com 1 with the State En ineer's Rules and Re lations Governin the <br />P q PY b � g <br />Measurement of Tributary Groundwater Diversions located in the Arkansas River Basin, Colorado. Each active member well <br />ill provide a State Approved power consumption co-efficient (PCC) (form 3.2) or flow meter verification (form 3.1) and a <br />ate form, "Ground Water User Information Form (Form 13)" to AGUA Plan administrators. The Division Engineer's Office <br />will collect and compile power records on a monthly basis, and provide groundwater diversion records to AGUA. <br />� r wells on alternative power sources not provided by a Utility Company, (flow meters, slave meters and the associated main <br />eters) water diversions must be measured and readings submitted to AGUA Plan administrators on a monthly basis within six <br />ys following the end of the month. Those persons who need to submit those records to AGUA will be sent a form by the end <br />the month to write in their monthly readings. Please be sure that your readings are correct, because if your reading is below <br />t months reading, we obviously have a problem and I cannot turn your reading in until you fix the problem. A monthly <br />reading sheet will be included in the application for you to keep. These records will then be provided to the Division Engineer. <br />�ilure of participants to submit records by the 5�` of the following month, in a timely manner, may result in termination of their <br />participation in the Plan, loss of fee assessment, and notification of their non-compliance to the Division Engineer for <br />� propriate action. <br />ees and Administrative Costs <br />� ch participant in the AGUA Plan will be responsible for paying the costs associated with the augmentation of the wells. You <br />ill be required to fill out the application on Pages 5& 6. T'hese costs will include the following: <br />1. AGUA Administrative fees for each active well: $290 per well. This fee includes a$144 administration fee, a <br />' $70 engineering fee, a$461oan fee , and $30 for the well re-testing payment plan (explained in item number 3). <br />SWSP Wells (Gravel Pits) The Gravel Pits pay dues without the engineering fees to AGUA at $200.00 each as <br />well as a$301oan fee. For a total of $230.00. The Engineer will bill the Gravel Pits for their engineering. <br />� Booth Well Association Wells: for each active well: $290 per well. This fee is now the same as the AGUA fees, <br />as above in item #1. The Booth wells will also assess themselves an assessment on water to be determined on an <br />annual basis. <br />New member wells of AGUA will pay a set up fee of $25.00. Board approved ONLY! <br />. Well testing. Well test fees are $120 for a standard well and more for a complex\compound well, depending on the <br />circumstances. You will be required to pay for the difference if other costs are involved. You are responsible for <br />' knowing when your next well test is due and for making arrangements with the tester. AGUA has contracted with a <br />specific well tester but you may choose which State Approved tester you would like to test your well. For a list of <br />testers please call the office. Well re-testing is required every four years and annually for well tests with a <br />� Variance. Each member well will be paying $30.00 per year towards their next well test. If that test is more than <br />the $120.00 for each well, the well owner will be billed for the difference. To prevent additional charges from well <br />' <br />
