i' ; <br />J <br />, <br />� <br />C <br />' <br />� <br />, <br />, <br />' <br />' <br />' <br />� <br />� <br />�I <br />�J <br />� <br />� <br />J <br />� <br />would provide on average approximately 12 to 15 percent of AGUA's annual replacement requirement. <br />The Blatchley report determined the average annual consumptive use yield from the 785 shares to be 703 <br />acre-feet or $1,228 per acre-foot of consumptive use credit. This is much less than the $1,760 to $45,480 <br />range represented in the MAGUA report. <br />The Excelsior Ditch is a relatively junior direct flow irrigation water right that diverts from the Arkansas <br />River below Pueblo in Section 36, T20S, and R64W, as shown in Figure 2. The water rights have two <br />priorities of May 1, 1887 for 20 cfs, and January 6, 1890 for 40 cfs. Diversion records are available from <br />two sources; 1) the records of the Division of Water Resources for the years 1940-1985, as compiled in <br />the Arkansas River Basin Studv, and 2) records of the CWCB for the years 1908-1938. At this time we <br />do not have any record of diversions that may have occurred in 1939, therefore, 1939 is excluded from <br />the analysis. Division of Water Resources Excelsior Ditch diversion records were adjusted by Mr. Ralph <br />Adkins, P.E. to account for other water carried in the ditch during 1941-1949, and 1974-1981. <br />Table 4 on the following page summarizes the annual diversions by the Excelsior Ditch. Diversion <br />records show that the long-term Excelsior Ditch diversions averaged 4,070 acre-feet per year between <br />1908 and 1985 (excluding 1939). During the pre-Compact period (1908 through 1947), the Excelsior <br />Ditch average diversions were 5,020 acre-feet per year and between 1948 and 1985 the diversions <br />averaged 3,095 acre-feet per year. Diversions by the Excelsior Ditch ranged from a low of zero acre-feet <br />in 1977 to a high of 9,934 acre-feet in 1948. Due to the relatively junior nature of the water right <br />priorities, the dry-year diversion of the Excelsior Ditch is zero acre-feet. However, according to <br />information provided by the State, the Excelsior Ditch diverted 12 acre-feet during the 2002 irrigation <br />season and approximately 800 acre-feet during the non-irrigation season of November 2002 through <br />March 2003. Therefore, under current river conditions, it appears the Excelsior Ditch will provide some <br />replacement water even during a severe drought year. <br />' AGUA — 2003 Feasibility Study - 14 - August 15, 2003 <br />
