MR. BARRETT: "I wouldn't give you an estimate today, no." <br />MR. STAPLETON: "But it would be a year or more ?" <br />MR. BARRETT: "That is right. We hoped that if we could <br />settle on one of these two sites then we could go <br />ahead and get out a definite plan report and pro- <br />ceed on that site. We knew then that Two Forks <br />and the exchanges were part of the picture and <br />that any construction above this middle basin or <br />lower basin or whatever you want to call it, would <br />require a separate authorization. So we hoped that <br />we could cut one off and move ahead with that while <br />we completed the studies on the other. Under that <br />assumption we assumed that we could get our defin- <br />ite plan report out on the Narrows if that was <br />the site selected by 1964 and that could proceed <br />to construction." <br />MR. STAPLETON: "What we're talking about are changes that <br />will mean, not 1964, but some other date which <br />is infinitely longer." <br />MR. BARRETT: "There's another thing to keep in mind. If <br />the selection is made on Weld County, we have at <br />least a year's work and $100,000 or so on founda- <br />tion testing on Weld County. Work which has <br />already been accomplished on Narrows." <br />MR. D. MILLER: "Joe, I interpret this to mean - let me state <br />it this way, is this the situation? If you assume <br />that Two Forks will be built, then you can satisfy <br />the exchange situation to these ditches." <br />MR. BARRETT: "I feel that we can. Now to what extent, I <br />cannot say at this time. As I mentioned a while <br />ago, if there is greater market than there is <br />water supply, then someone other than the Bureau <br />of Reclamation is going to have to say whether <br />Bijou, Empire, and Riverside receive that, whether <br />Henrylynn receives that or somebody else receives <br />that. As long as you have a surplus of water, <br />that question doesn't arise. But I don't think <br />we have a surplus of water in the South Platte. <br />I think, probably, from the discussion here this <br />morning, the site selection report we have made <br />was based entirely on a matter of engineering and <br />� <br />
