not. I'm told by you that there is an exchange
possibility into the Bijou Canal. Let's say I'm
Mr. X and I have land under the Bijou Canal. I
want the water. And Cecil tells me that I can't
get it out of Narrows and you tell me that I can
get it out of Narrows. Now what am I going to do?
That's the question."
MR. KNIGHTS: "Want to answer it, Joe ?"
MR. BARRETT: "No, I don't want to answer it altogether.
We never suspected, or intimated, that we could
deliver water by exchange through the whole irri-
gation season without some upstream storage at
Two Forks or some other site. That's the reason
that was brought into the picture. I do feel
that if we do have that upstream storage, then we
can probably firm up the water supply so the Bijou
and the Empire can be served. And we could proba-
bly do it just as well with the Narrows as we
could with Weld County. Now if you need further
studies we will have to do those. But again let
me caution you that the further you branch out,
for goodness sakes let's not have somebody hold-
ing this 1964 deadline over us."
MR. STAPLETON: "Now that's one thing that concerns me. I
don't consider the Two Forks as particularly
branching out from our original premise. Now am
I wrong in that ?"
MR. BARRETT: "That's right. Two Forks has been in it since
we decided to make this a valley study in January
of this year."
MR. STAPLETON: "Can we get some study of the Two Forks ex-
change possibilities with the Narrows Project to
alleviate or confirm the fears that there won't
be any water ?"
MR. BARRETT: "We
are
working at
that just as fast as we
can now
and
have been,
ever since January. It
is just
one
tremendous
task."
MR. STAPLETON: "What do you think in terms of time? Is there
any estimate that can be given ?"
-39-
