1. That the construction of the so- called Narrows Dam Project is not in the interests of the water users of Colorado for the following reasons: (a) Construction of said Narrows Dam project will be expensive, extrava- gant and wasteful beyond all possible benefits to be derived therefrom. (b) Extravagant and wasteful expenditures of money on the theory th such money is being furnished by a federal agency and t?aat "if we don't get it, someone else will" is wrong and inconsistent with American traditions and contrary to sound economics; furthermore, that this is a time of national emergency and the taxpayers are carrying an unprecedented tax burden and all construction not direct- ly related to the War effort should be curtailed. (c) That better and more economic flood control and more efficient protection against erosion and dissipation of soil resources, with better conser- vation of both water and soil, can better be achieved by the construction of smaller dams and other flood control devices on the upper reaches of the tributary streams. (d) That small dams on the upper reaches of the Kiowa and Bijou Creeks and comparable water courses, will prevent flood conditions on the lower stream and prevent exceF�sive discharge of silt into such a basin as is contemplated by the huge Narrows Dam. (e) That construction of said Narrows Dark would in no considerable degree affect flood conditions on the rivers to which the South Platte is tributary or on the streams tributary to said South Platte, VdE FURTHER FIND MD REPRESENT; l That expenditures for strictures on the oouth Platte River such as and including the Narrows Dam, if built, should be strictly for flood control. 2. That upstream protection between the foothills and the Narrows Dam location should and can"be provided by upstream construction.. 3. That upstream structures are more economical as to initial cost and afford the use and re -use of flood waters impounded in the Platte Valley and will permit the filling and refilling of water bearing substrata with water for-:the immediate benefit of upstream lands and the ultimate benefit, through upstream use and re- use and return flow, of all irrigable lands in said Talley. 4. That no authorization for construction of said Narrows Dam project nor any substitute therefor should be recommended or made except on the express condition: project. (a) That such project should be strictly and solely a flood control project. (b) That no a_)propriation of waters shall ever be adjudicated to such (c) That all matters of administration of such reservoir or reservoirs shall be under the control and direction or subject to the control of the office of the State Engineer of the State of Colorado
