4. That no authorization for construction of said Narrows Dam project nor any
substitute therefor should be recommended or Trade except on the express condition:
(a) That such project should be strictly and solely a flood control
project.
(b) That no appropriation of waters shall ever be adjudicated to such
project.
(c) That all matters of administration of such reservoir or reservoirs
shall be under the control and direction or subject to the control of the office
of the State Engineer of the State of Colorado.
Now, therefore, the undersigned representatives of the water users under the
Cache la roudre River, constituting the Cache la Poudre Water Users Association,
have RESOLVED and do hereby RECOMI&M that the Colorado Water Conservation Board,
in the interests of the water users of this State,
1. Withhold its approval of the so- called Narrows Dam Project, and further
withhold its a.p" oval of any and all other or different projects unless same shall
be made to conform to the views of our Association hereinabove expressed.
2. That said Board to its fullest capacity insist on a firm agreement with
and binding upon all interested federal authorities that all decreed priorities
for the use of water shall be recognized, tlith full protection of all present
irrigation works; that in the event of condemnation of any existing irrigation
works, all condemned water rights and priorities be abandoned.
3. That the Congress of the United States should be asked to authorize and
direct that all adjudications and determinations of rights, by or at the instance
of the United States or any of its departments or agencies, affecting the waters
of this state, be had and made in the Courts of this State under the provisions
and requirements of Colorado Statutes and that all water be distributed and all
water rights, decrees and appropriations of water be administered by or under the
supervision of the g oper water officials of Colorado.
