RECO1V11LZENDATION6 OF THE CACHE LA POUDRE WATER USERS ASSOCIATION <br />TO THE COLORADO WATER CJIISMVATIJN BOARD RELATIVh; TO <br />FLOOD MOTECTION OId THE SOUTH PLATTE RIVER. <br />AND T; ITH R jUF R NCE TO THE <br />NARROi.S DAI.i PROJI:;CT <br />lie, the undersigned officers and directors of The Cache la Poudre bater Users <br />Association, after much consideration and discussion with other water users in the <br />South Platte River and after full consideration of our problems, have concluded; <br />1. That the construction of the so- called Narrows Dam project is not in the <br />interest of the water users of Colorado for the following reasons: <br />(a) Construction of said Narrows Dam project will be expensive, extrava- <br />gant and wasteful beyond all possible benefits to be derived therefrom. <br />(b) Extravagant and wasteful expenditures of money on the theory that <br />such money is being furnished by a federal agency and that "if we don't get it, <br />someone elde will" is wrong and inconsistent with American traditions and contrary <br />to sound economics. <br />(c) That better and more economic flood control and more efficient <br />protection against erosion and dissipation of soil resources, with better conser- <br />vation of both water and soil, can better be achieved by the construction of smal- <br />ler dams and other flood control devices on the upper reaches of tributary streams. <br />(d) That small dams on the upper reaches of Kiowa and Bijou Creeks, St. <br />Vrain and comparable vrater courses, will prevent flood conditions on the lower <br />stream and prevent excessive discharges of silt into such a basin as is contem- <br />plated by the huge Narrows Dam. <br />(e) Thab construction of said Narrows Dam would in no considerable de- <br />gree affect flood conditions on the rivers to which the South Platte is tributary <br />or on the streams tributary to said South ilatte. <br />(f) That construction of such a structure, unless its filling and use <br />of water therefrom be fully restricted, would prevent all new construction on the <br />Cache la Poudre River and its tributaries. <br />WE FURTHER FUND AND R.EtRE6ENT: <br />1. That expenditures for structures on the South Platte River such as and <br />including the Narrows Dam, if built, should be strict -r for flood control, <br />2. That upstream structures are more.economic, -I to initial cost, and <br />afford the use and re -use of flood waters impounded _a the Platte Valley and will <br />permit the filling and refilling of water bearing s ata with water for the <br />immediate benefit of upstream lands and the ultimate benefit, through upstream use <br />and reuse and return flow, of all irrigable lands in said Valley. <br />3, That upstream protection between the foothills and the Narrows Dam loca- <br />tion ,hon.l_d, and can be provided by upstream construction. <br />
