Stone <br />Gentlemen: <br />The following resolution was unanimously adopted by the Loveland City <br />Council when it became knovin that there were objections to construction of the <br />Narrows Dam project. <br />I hope it may be helpful to your board to have the feeling of our community <br />in the matter. <br />Yours very truly, <br />Is/ E. Garrett <br />Mayor <br />is k * * * * is * # <br />RESOLUTION <br />11 Whereas the City of Loveland and the State of Colorado have received many benefits <br />during the period of construction of the U. S. Bureau of Reclamation Big Thompson <br />Project and will receive even greater long range benefits from increased water <br />supply and hydro - electric power far beyond the repayment period, and <br />4hereas the Congress of the United States has authorized the Bureau of Reclamation <br />,o construct the Narrows unit -South Platte Division - Missouri River Basin Project, and <br />, Whereas the operation of the Colorado Big Thompson project and other trans - mountain <br />diversions will significantly increase the water supply of the South Platte River <br />Valley, the Narrows reservoir will be needed to permit the regulation of this <br />increased supply with many resultant advantages such as: <br />1. Present uncontrolled flood flows that can not now be utilized by the <br />existing off - channel reservoirs, would then be conserved to assist in <br />overcoming the severe water shortages that have occuxTdd in the past. <br />2. If presently planned transmountain diversion projects are completed <br />as planned, it appears that sufficient water would be available to <br />allow development of 30,000 acres of land not now irrigated. <br />3. The Narrows reservoir would enable Colorado to more fully utilize <br />their share of the Colorado River water in accordance with the Colo- <br />rado River compact of "1922 and the Upper Basin States Compact and <br />thus further assure the permanenFy of those grants. <br />4. The investment in construction cost would appear to be self liqui- <br />dating from flood control and irrigation benefits as computed, and <br />
