•
SB 06 -179 CONCERNING ADDITIONAL FINANCIAL SUPPORT FOR WATER PROJECTS.
Sponsors: Isaar, Penry
Summary: Creates the water supply reserve account within the CWCB. Transfers unexpended balance
of the operational account of the severance tax fund at the end of each fiscal year into the account.
Continuously appropriates the moneys in the account to the Colorado water conservation board for water
activities approved by a basin roundtable, including:
➢ Competitive grants for environmental compliance and feasibility studies;
➢ Technical assistance regarding permitting, feasibility studies, and environmental compliance;
➢ Studies or analyses of structural and nonstructural water projects or activities; and
➢ Structural and nonstructural water projects or activities.
Analysis: This bill would provide .an additional source of funding for water project study, permitting
and development. For a project to be eligible, it must first have the "approval" of an 1177 roundtable.
As such, it provides the roundtables with both purpose and resources. Funding for this bill would not
affect resources available to the Department of Local Affairs' Energy Impact Fund. Estimated funding
this year is $10 million.
Status: Passed Senate Agriculture Committee and Appropriations. To Floor.
CRWCD Po Sup
.— - CWC Position: - - - Support
SB 06 -183 CONCERNING THE WATER RESOURCES INSTITUTE.
Sponsors: Isgar, Curry
Summary: SB 183 would repeal an existing statement of legislative intent in statute that says no
General Fund monies may go towards supporting the Water Resources Research Institute. The bill does
not direct any General Funds to the Institute, merely opens the door to another source of funding and
support.
Status: Passed Senate Agriculture Committee. To Appropriations.
CRWCD Position: Support
CWC Position: Support
•
