SB 06 -189 CONCERNING THE ALLOCATION OF SEVERANCE TAX RECEIPTS. <br />Sponsor. Owen <br />Summary: Allocates severance tax receipts in excess of a specified amount to various highway • <br />programs. <br />Status: Passed State, Veterans & Military Affairs Committee. To Appropriations. <br />CRWCD Position: Oppose <br />SB 06 -193 CONCERNING THE DEVELOPMENT OF UNDERGROUND WATER STORAGE <br />Sponsor: Wiens <br />Summary: Directs the CWCB, in conjunction with the interbasin compact committee, state engineer, <br />and state geologist, to conduct a study of the most economically and technically feasible underground <br />storage sites located in the South Platte and Arkansas river basins. Directs the board to consider an <br />artificial recharge assessment completed in 2004 and to consider the costs and benefits of select sites <br />within those aquifers to which the assessment assigned the highest ranking value. Requires the board to <br />submit a report containing its conclusions to the general assembly by March 1, 2007. <br />Analysis: Underground storage, especially with recharge capabilities, would assist Front Range water <br />storage and management. This is a logical extension of the SB 74 reports authorized in 1996. However, <br />there are limited opportunities for this kind of storage and the source (surface) water for any conjunctive <br />use is not identified. This is not a panacea, but deserves support. • <br />Status: Passed Senate Agriculture Committee.
