SB 06 -132 CONCERNING CONTINUATION OF THE DOMESTIC WASTEWATER TREATMENT
GRANT PROGRAM
Sponsors: Brophy, Hodge •
Summary: Extends, for 5 years, the domestic wastewater treatment grant program allowing the state to
contract with counties for construction of high priority domestic wastewater treatment project for
unincorporated areas. Program hasn't been funded for several years. Separate efforts underway to
provide program funding.
Status: To Governor.
CRWCD Position: Support
QQ Position: Support
SB 06 -171 CONCERNING THE TRANSFER OF CERTAIN AUTHORITIES OF THE STATE BOARD
OF HEALTH TO OTHER GOVERNMENTAL ENTITIES.
Sponsors: Johnson, Lindstrom
Summary: Transfers the authority of the state board of health regarding: Drinking water standards and
the drinking water project eligibility list, the program regulating the beneficial use of biosolids, and
individual sewage disposal systems to the water quality control commission.
Analysis: This bill is a straightforward and common sense transfer of programs within the CDPHE. •
The programs and the associated fees and other findings are transferred and therefore should not have
any financial impact on other water quality programs and responsibilities.
Status: Passed Senate and House Health & Human Services Committee. To Appropriations.
CRWCD Position: Support
CWC Position: Support
SB 06 -173 CONCERNING MILEAGE ALLOWANCES FOR STATE OFFICERS AND EMPLOYEES.
Sponsors: Entz, Marshall
Summary: Modifies the mileage allowance that state officers and employees receive for each mile
actually and necessarily traveled while on official state business.
Analysis: The River District has supported in the past efforts to increase the mileage reimbursement
rates for water commissioners. This bill addresses all state employees. The state currently reimburses
only 63% of the federally allowable mileage rate. SB 173 will increase the rate initially to 80% and then
90% of the federal rate.
Status: Passed Senate Finance Committee. To Appropriations.
CRWCD Position: Support •
CWC Position: Support
