Updates are in italics. <br />• Last update: 03/23/06 <br />SENATE BILLS <br />SB 06 -034 CONCERNING THE APPOINTMENT TO THE COLORADO WATER RESOURCES <br />AND POWER DEVELOPMENT AUTHORITY BOARD OF A DIRECTOR WHO IS EXPERIENCED <br />IN WATER QUALITY MATTERS. <br />Sponsors: Entz, Hodize <br />Summary: Bill A from the Interim Committee. This bill requires at least one member of the board to <br />have expertise in public health issues related to drinking water or water quality matters. <br />Status: To Governor. <br />CRWCD Position: Support <br />CWC Position: Support <br />QQ Position: Support <br />• SB 06 -037 CONCERNING THE ADJUDICATION OF RECREATIONAL IN- CHANNEL DIVERSIONS <br />Sponsors: Is2ar, Curry <br />Summary: Bill B from the Interim Committee. A compromise bill that will be subject to numerous <br />amendments. Limits RICDs to kayak courses only. Limits role of CWCB. Allows for de minimus <br />impacts on RICD from junior development. Requires retained jurisdiction for 20 years. Denies call if a <br />call doesn't produce 90% of decreed right. <br />Analysis: This bill will be the focus of considerable debate and amendment. I will request board <br />direction on each pertinent piece of this legislation, though not all at once. <br />Status: Passed Senate. <br />Board Direction: 1. Support maintaining the word "minimum" in description of amount of water <br />decreed. <br />2. Support the 90% call provision to encourage reasonable RICD flow <br />applications. <br />3. Support the provision limiting RICDs to kayaking courses only. <br />4. Oppose aggressive reporting requirements (coming out of Ag. Comm. <br />Amendments). <br />5. Oppose retained jurisdiction that would increase costs to RICD owners <br />• CRWCD Position: Support in concept <br />CWC Position: Monitor <br />QQ Position: Oppose as written <br />
