OTHER LEGAL MATTERS <br />There was no discussion of other legal matters. <br />3. LEGISLATIVE MATTERS <br />The manager said that a copy of SB -156 was mailed to the board last week and that. <br />Dennis Steckel would like to discuss S13-148, HB -1152, and SB -156 under this agenda <br />item. <br />Dennis Steckel said that the bills are moving targets. SB -148 would allow a county to <br />generate revenue up to a 1 % sales use tax in order to deal with water related problems. <br />It would force mitigation or perhaps lock up water. The bill would allow a county to enter <br />into an intergovernmental agreement with other entities. He said that the CRWCD is <br />opposed because they feel it does not go far enough in terms of providing basin of <br />origin protection and because the water court is not the right entity to set conditions on <br />county economic benefit or loss. <br />Steve Glazer said that there are principles in SB -148 worthy of our support. <br />John McClow said that SB -156 would allow an existing absolute water right to be <br />converted to an instream flow right without the requirement of donation of the right to <br />the CWCB. <br />Dennis Steckel said that in HB -1152, the CWCB wants to use extra money from the <br />legal fund to litigate intrastate cases. The manager said that Chris Treese advised her <br />that the House Appropriations Committee discussed this and the bill sponsor, <br />Representative Hoppe, has agreed to pull the bill temporarily off the table. <br />The board did not arrive at consensus or take any substantive positions on pending <br />legislation. <br />4. WATER MANAGEMENT PLAN <br />The manager said that the public meeting held on February 21 regarding the Water <br />Management Plan was attended by approximately ten people, and that she has <br />
