water so wells aren't adversely affected during low flow periods, and that <br />one way to accomplish this is to maintain some minimum flow in the West <br />Branch of the Gunnison. <br />Mark Schumacher said that they need to figure out how to get an instream <br />flow water right in order to keep water in the West Branch. <br />Greg Peterson said that he hopes that the board can continue to work with <br />these homeowners to settle this matter, and he thanked them for coming. <br />Dennis Steckel and Ken Spann returned to the meeting. <br />2b MEMORANDUM OF UNDERSTANDING REGARDING ACCOUNTING <br />PROCEDURES FOR GUNNISON RIVER ADMINISTRATION <br />The manager said that the board received a revised copy of the MOU <br />tonight. She said that they had been waiting for language from the <br />CRWCD, but still don't have any, so John McClow modified /inserted <br />language into section E. She said that if the board approves the MOU, she <br />will express mail it to the other signatories. <br />Ken Spann said that in paragraph 7 on page 4, Frank Kugel was carrying a <br />line on irrigation depletions with fluctuating numbers there regarding <br />depletions that were charged as irrigation depletions after the Silver Jack <br />event occurred. He asked what happened to those numbers. The manager <br />said that they were rolled into column on recreation releases. Mr. Spann <br />said that regarding paragraph 7, if this is executed by the Division Engineer, <br />he will interpret that all we have to do is give notice of the exchange and <br />list of the structures, and that the permission to do this is mandatory. He <br />said that his approval of this MOU tonight will be under those conditions. <br />Bob Drexel moved to accept the Memorandum of Agreement regarding the <br />accounting procedure of the Gunnison River Administration and authorize <br />the manager to sign the MOU with Mr. Spann's understanding. Bob Irby <br />seconded the motion. <br />Steve Glazer commended the District's staff in the herculean effort in <br />putting together the spreadsheets.
