Statement submitted by Cynthia Covell, 1 see that Mr. DeVore will testify <br />that the structures being put into the Gunnison will not impact flooding or <br />flood control. Mr. DeVore may be a fine County Manager, but I don't know <br />of anything in his resume that would qualify him to make this determination. <br />In fact, Mr. Lacy (the designer of the Whitewater Park) specifically avoided <br />making such a statement at an earlier Public Hearing. He only commented <br />that he couldn't see how his structures could cause an ice jam like we have <br />previously experienced. We, the residents who reside near the Twin <br />Bridges, still need assurances on this issue. <br />Last, looking at your attorney's Prehearing Statement we see that she does <br />not anticipate having to place a call on water more than three years out of <br />every twenty -six. Statistically that may not mean much to you, unless you <br />lie on the West Branch or are trying to see your property along the West <br />Branch. And what about the fish and wildlife that live in and along the <br />River? Are they less important than the marginal benefit that may accrue to <br />the Whitewater Park and does that gain outweigh the benefit of keeping <br />some water flowing in the West Branch? In your own study, your Engineer <br />recommends keeping a flow of 80 cfs flowing in the West Branch. <br />In conclusion, what do we want? <br />1. We'd like to be heard and have our concerns considered at the same <br />level as any other citizen or business. <br />2. We'd like your attorney to hear our concerns prior to her treating us <br />as adversaries. <br />3. We'd like the previously agreed upon Memo of Understanding 'to be <br />honored and the West Branch be allowed to flow at the estimated <br />optimum flow of 80 cfs. <br />4. We'd like to be considered as part of the solution as opposed to being <br />part of the problem. <br />5. We'd like to continue working with Kathleen in designing an <br />appropriate solution and applying for joint water rights for all of the <br />Twin Bridges resident. <br />Thank you for your time. We will be happy to answer any questions you <br />may have. <br />Mr. Bullock said that they have encouraged homeowners to apply for water <br />rights, in the Island Acres, Zugelder, and Rio Vista subdivisions. <br />Art Mears said that he is concerned about groundwater.
