GUNNISON COUNTY BOARD OF COMMISSIONERS <br />Page 6 of 17 <br />UGRWCD: Kathleen Curry, Greg Peterson, and John McClow of the Upper Gunnison River <br />Water Conservancy District were present to discuss the Black Canyon water litigation. <br />Greg Peterson reported that some of the opposers in that litigation, including the CRWCD, <br />are considering funding special engineering work at a cost of $85,000- 90,000. The <br />UGRWCD has appropriated $20,000 toward that work, and the Gunnison County <br />Stockgrowers agreed to provide $2500 in funding. The UGRWCD would like to find an <br />additional $2500 in funding from this basin, to show a variety of support for the work. He <br />requested $2500 from Gunnison County. <br />John McClow summarized the special engineering work proposed. He said that there is a <br />condition attached to the $20,000 in funding from the UGRWCD. That condition is that no <br />funding for this project come from the State. The CRWCD is not happy with this condition, <br />since the State has up to $45,000 available. The reason that the UGRWCD will not fund the <br />engineering work if the State participates is due to a difference of opinion between these two <br />regarding some matters involved in the litigation. Kathleen Curry said she understands that <br />the CRWCD does have enough funds to cover the remaining cost of the project. Bill Trampe <br />agreed that the CRWCD authorized up to $90,000 in funds at their January meeting, but <br />there are unresolved issues related to getting the work done and the settlement of two points <br />in the litigation. He believes that if a large portion of the funds is generated from others <br />who are concerned about State funding, the CRWCD could revisit the matter. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to direct staff to draft a <br />resolution allocating $2500 out of the Water Resources Protection Fund, for the purposes <br />discussed and with the same conditions as the UGRWC has placed on their contribution. <br />Motion passed unanimously. <br />TREASURER'S REPORT: County Treasurer Melody Marks was present for review of the <br />January report. Moved by Commissioner Starr, seconded by Commissioner Anderson to <br />accept the Treasurer's Monthly Report for January, 2003. Motion passed unanimously. <br />BREAK: From 2:45 to 3:00 p.m. the Board recessed for a break. <br />TRAINING ADVANTAGE: Richard Jefferson, Matthew Thomas, Teresa Campbell, and <br />Michael McLaughlin were present from the Southern Ute Community Action Program <br />( SUCAP) to discuss the local Training Advantage and Youth Build programs. Funding <br />resources and current contracts were also summarized. The Youth Build program includes <br />construction training and GED instruction, and receives some funding from the school <br />district for the pupils enrolled. HUD funding for the Gunnison Youth Build program was <br />received last year, but not for this year. SUCAP hopes to secure other grant funding to <br />continue the program, and intends to fulfill their contractual obligations in Gunnison. <br />HUMAN SERVICES: From 3:25 to 3:26 p.m. the Board again met as the <br />Gunnison /Hinsdale Board of Human Services. <br />NORTH COTTONWOOD PARK /HAUSLER LAND USE CHANGE: Planning Director Joanne <br />Williams presented the draft resolution for preliminary plan approval of the North <br />Cottonwood Park land use change, as directed by the Board at their February 25 meeting. <br />Applicant Gary Hausler was also present. The Board reviewed and discussed the <br />resolution at length, page -by -page.
