GUNNISON COUNTY BOARD OF COMMISSIONERS <br />Page 5 of 17 <br />Gary Hausler was present and reported that the Cattlemens Days Committee discussed this <br />possibility at their recent meeting, but no decision was made. Revenues vs. enforcement <br />costs were listed as key considerations. Chairperson Field suggested that a work session be <br />held regarding the liquor license proposal. No date was scheduled. <br />CURECANTI MASTER PLAN: Long Ranger Planner Dave Michaelson was present, along <br />with Dave Roberts, Shelly Fry, and Maryann August from the United States Park Service. <br />A draft booklet was provided regarding ways that agencies and property owners can work <br />together in a variety of ways to maintain the natural, cultural, recreational, and scenic <br />resources of the Curecanti area. The information in the booklet was prepared cooperatively <br />between the National Park Service and County Long Range Planning staff. Dave Roberts <br />stated that, as part of the Curecanti Master Planning process, several meetings will be <br />scheduled with surrounding property owners. Dave Michaelson said he will participate in <br />those meetings as a facilitator. Chairperson Field commented that this would be <br />appropriate, so long as he is not advocating anything and as long as it works into his <br />schedule. <br />Commissioner Anderson asked if Curecanti has been designated as a National Recreation <br />Area. Dave Roberts responded that it has not been legislatively designated, but is being <br />managed as an NRA. The Master Plan preparation is part of the official designation <br />process. <br />Warren Wilcox was present and discussed how confusing it is for adjacent property owners to <br />understand the Park Service's process, particularly how long it takes to get funding. He <br />believes in stewardship of the lands, but suggests the need for reality as well. Dave Roberts <br />agreed that it takes years to accomplish priorities, and there is no guarantee that legislation <br />will be passed to permanently establish the Curecanti National Recreation Area. Butch <br />Clark requested that existing studies related to Curecanti be posted on a web site, and would <br />like an updated economic model prepared. <br />COMPREHENSIVE PLAN UPDATE: Long Range Planner Dave Michaelson provided an <br />update on preparation of the County's Comprehensive Plan. He reported that the seven <br />focus groups are all meeting, with some of them making more progress than others. He <br />said this is typical for focus groups working on this type of project. A joint meeting and <br />training for all of the focus groups will be held on March 29. He believes that it may be <br />possible to have a draft document ready for public review and comment by June. <br />Dave Michaelson briefly discussed other projects he and his department are working on. <br />Butch Clark was present and said the focus group process seems to be going well. He would <br />like to see more information available on the County's website. <br />LUNCH: The meeting recessed for lunch from 12:10 to 1:25 p.m. <br />GUNNISON /HINSDALE BOARD OF HUMAN SERVICES: From 1:25 to 1:40 p.m. the <br />Board met as the Gunnison /Hinsdale Board of Human Services. Those Minutes are a <br />separate document. <br />JAIL TOUR: From 1:40 to 2:00 p.m. Commissioners Starr and Anderson toured the <br />Gunnison County Detention Center. <br />CRWCD UPDATE: Colorado River Water Conservation District Board Member Bill Trampe <br />provided the Board with an update on water and legislative matters. He said that the <br />CRWCD had been opposing HB 1146, but now agree to support it if certain language <br />amendments discussed with the sponsor are included.
