GUNNISON COUNTY BOARD OF COMMISSIONERS <br />Page 4 of 17 <br />DeVore suggested that the invoice be paid out of the County's Risk Management Fund, which <br />includes a $30,000 allocation for 2003. If $30,000 is spent in 2003, the Fund will still have <br />a $70,000 cash reserve. Chairperson Field agreed, but requested that County Attorney <br />Baumgarten be asked to estimate the additional amount of time needed from special counsel <br />in 2003. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to authorize payment <br />of the current invoice from Barbara Greene's law firm, out of the Risk Management Fund <br />monies allocated for this year. Motion passed unanimously. <br />SCHEDULING: Upcoming meetings were reviewed. <br />ENERGY IMPACT ASSISTANCE FUNDING MEETING: County Manager DeVore reported <br />that the Department of Local Affairs Energy Impact Assistance (EIA) funding applications will <br />be considered on March 12 and 13 in Denver. On March 13 an oil and gas industry <br />lobbyist is scheduled to speak with the EIA Board. This is of concern to Gunnison County <br />due to recent requests from the oil and gas industry that no Energy Impact Assistance funds <br />be granted to Gunnison, Delta, and Costillo counties, who that industry deems to be <br />"unfriendly" to oil and gas. County Manager DeVore suggested that Gunnison County also <br />request time to speak with the EIA Board on this matter. On March 12 County Attorney <br />Baumgarten and special counsel Barbara Greene are meeting with oil and gas industry <br />representatives to work on Gunnison County proposed regulations. At that time they hope <br />to find out more about why the oil and gas industry lobbyist is meeting with the EIA <br />Board. <br />County Manager DeVore and Commissioner Starr will attend the March 13 EIA meeting in <br />Denver. Discussion ensued on the need to have representatives attend from other entities in <br />Gunnison County, or at least to have letters from them. <br />RODEO GROUNDS REPORT: Rodeo Grounds Director Melody Roper was present to <br />discuss property issues at the Rodeo Grounds, and a proposal regarding liquor licensing. <br />She displayed a map of the property and summarized street vacations that were first <br />discussed several years ago. A problem with one certain street vacation is that the adjacent <br />property owner, the Division of Wildlife, would become owner of one -half of the vacated <br />street. This non - existent street abuts the race track. When asked if they would surrender <br />their half of the street proposed to be vacated, the Division of Wildlife requested that the <br />County trade with them by providing a larger amount of adjacent property. Chairperson <br />Field stated concern that the DOW would acquire the property and then sell it. It was <br />agreed that the street vacation adjacent to DOW will not be pursued at this time. In the <br />other areas of proposed street vacations, the City of Gunnison requested that the City <br />powerlines be buried if the County were to develop on both sides of the vacated street in the <br />future. Melody Roper suggested that this be included in an upcoming budget. The Board <br />concurred with the remaining suggested street vacation requests presented by Melody Roper. <br />Melody Roper reported that she recently discussed optional premises liquor licensing with <br />Gunnison City Clerk Gail Davidson. Gunnison County could obtain that type of licensing, <br />which could be used to sell alcohol at events held at the Rodeo Grounds. Melody Roper <br />reported that many other Rodeo Grounds facilities in Colorado do provide this service, with <br />related advantages and disadvantages. One advantage is that the County could receive <br />revenue from the liquor sales. Melody Roper said that many people bring unauthorized <br />liquor into events, and this could provide the County with an opportunity to better restrict <br />that use. <br />Chairperson Field stated that the County has in the past focused on youth activities at the <br />Rodeo Grounds.
