(See attachment to Minutes). <br />LOT CLUSTER: Planning Director presented a request for signature of a lot cluster <br />agreement. Moved by Commissioner Anderson, seconded by Chairperson Field to authorize <br />execution of the lot cluster agreement and declaration for the Laird lots in the Irwin <br />Townsite, as submitted. Motion passed. Commissioner Starr abstained in this matter. <br />WHITEWATER PARK: County Manager DeVore reported that the Western State College <br />Outdoor Recreation program has adopted the Whitewater Park project. The river features of <br />the Park have been constructed, and the college class has developed a concept for on -shore <br />facilities. The college class is at this meeting today to present the concept, and if the Board <br />likes the proposal then the formal land use change process can be initiated. <br />Bob Jones, of the Todd Crane Center for Outdoor Leadership and the WSC Outdoor <br />Recreation Program, began the presentation. Management and maintenance of the <br />Whitewater Park will be overseen by these two groups. He said that five committees are <br />working on different aspects of the on -shore improvements. Three other committee <br />members summarized their proposals. A site plan was displayed and described, and <br />includes a bathroom/ changing facility, parking /drop -off areas, picnic areas, viewing <br />benches, pedestrian trail, and multi - purpose education center. A preliminary budget for <br />the project, excluding in -kind donations, is $ 128,166. Grant funds are being applied for <br />and several fundraisers are scheduled. <br />The grand opening for the Whitewater Park is scheduled for this Memorial Day Weekend. <br />County Manager DeVore stated that the college group is aware of the special event permit <br />requirements. <br />Chairperson Field asked how special events will be scheduled, and their effect on public <br />use. County Manager DeVore discussed the need to have the management organization <br />coordinate special events. How to notify the public will need to be determined. Signage <br />along the river was suggested as a warning to upstream boaters. <br />Rick Odom asked about year -round maintenance and curfew of the Park. Bob Jones said <br />that winter maintenance will depend on usage; and the proposed curfew is 10:00 p.m. FAA <br />regulations also restrict bright night lighting. Rick Odom stated concern of the Dos Rios <br />property owners that Whitewater Park users will get out of the river on the south (Dos Rios) <br />side. County Manager DeVore stated that a problem is not anticipated, due to the physical <br />constraints on the south side. However, if unauthorized use becomes a problem the County <br />will develop more regulations and controls. <br />RECESS: Chairperson Field recessed the meeting at 5:50 p.m., for continuation at 8:00 <br />a.m. on March 5. At that time the remainder of the agenda will be completed. <br />MARCH 5 CONTINUANCE: Chairperson Field called the March 4 continued meeting to <br />order at 8:10 a.m. on March 5. Commissioner Starr was not initially present. <br />OIL AND GAS REGULATIONS: County Attorney Baumgarten and Assistant Planning <br />Director Neal Starkebaum were present. County Attorney Baumgarten suggested that the <br />update to the Board on the drafting of oil and gas regulations be conducted in execution <br />session, as allowable under C.R.S. 24 -6- 402(4). Special counsel Barbara Greene will be <br />present via speakerphone. The update will include a report from legal counsel on the legal <br />issues involving the interplay of the County's oil and gas moratorium, drafting of potential <br />regulations, the BDS litigation, and on -going discussions with the State's working group <br />about oil and gas regulations.
