The construction of a fence on the sides of the recreational area that border County Road ii and the <br />subdivision interior road is in the best interest of the public health, safety and welfare, particularly <br />of children who may play there. The applicant has proposed a three -rail dowel fence be constructed, <br />and the Board further finds that to be reasonable. <br />18. The recommendations by the Gunnison Fire Marshal included within a letter dated January 29, <br />2002 including features of installation of dry hydrants, provision of specific connections, and <br />construction and maintenance of all- weather access to hydrants, are in the best interest of public <br />health, safety and welfare, and such design requirements shall be required to be included within the <br />Final Plan, which shall be subject to review and approval of the Fire Marshal. <br />19. Adequacy of water to provide fire flow information, relative to Section 5 -305: D. 6., and Table 5 -1. is <br />yet to be submitted. Submittal of the information is required as part of the Final Plan, along with <br />written approval of it by the Gunnison Fire Marshall. <br />20. The applicant has indicated that a school bus stop and mailboxes for subdivision residents will <br />provided onsite; those locations are required to be included on the Final Plat. <br />21. The application for this development was submitted before the adoption by Gunnison County and <br />the City of Gunnison of the Intergovernmental Agreement between the two entities, and so no <br />formalized joint review process is required of this application. <br />22. The City of Gunnison has determined that this proposed development is compatible with density <br />identified as appropriate to this area within the adopted Gunnison Three -Mile Plan. <br />23. The Gunnison County Electric Association has indicated service can be provided to this <br />development, and that development design should identify specific line extensions, dedicated 16' <br />wide easements, transformer sites in locations away from snow plowing and snow storage, and <br />easements allowing tie -in to development north and south. The Commission finds that these <br />recommendations are reasonable and in the best interest of public health, safety and welfare and <br />that the final plan shall be required to reflect these specifications. <br />24. The applicant's engineering firm has, in a letter dated November 25, 2002, detailed design for <br />drainage control and containment of runoff; this information complements that submitted as part of <br />the Preliminary Plan on Sheet 13, Drainage and Miscellaneous Details. All the elements indicated <br />on the plans, and proposed by the Buckhorn Geotech letter are reasonably required to be included <br />within a list of amenities that are ensured by a development improvements agreement as part of <br />Final Plan approval. <br />25. A Development Improvement Agreement is required to ensure that all amenities proposed as part of <br />this development are appropriately funded, and installed.
