GUNNISON COUNTY BOARD OF COMMISSIONERS Page 4 of 14 <br />BREAK: The meeting recessed for a break from 9:45 to 9:55 a.m. <br />WARRANTS AND TRANSFERS: Finance Director Linda Nienhueser presented monthly <br />warrants for review. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to approve the warrant <br />report dated March 25, 2003 in the amount of $1,410,950.24. Motion passed <br />unanimously. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to approve the cash <br />transfer authorization report dated February, 2003 in the amount of $ 1,166,527.58. <br />Motion passed unanimously. <br />TREASURER'S REPORT: County Treasurer Melody Marks presented the monthly report <br />for review. Current interest rates were discussed. These rates appear to generate less <br />income than the amount budgeted for in 2003. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to accept the <br />Treasurer's Report for February, 2003. Motion passed unanimously. <br />Treasurer Marks distributed a copy of a document titled "Investment Policy for Gunnison <br />County ". It was not determined whether this was a policy adopted by the County <br />Commissioners, of if it is a policy or guideline used by the former County Treasurer. The <br />Board requested that this policy be discussed further at an upcoming meeting. Treasurer <br />Marks will prepare comments and proposed changes for discussion at that time. <br />LOT CLUSTER AGREEMENT: Planning Administrative Assistant Beth Baker presented a <br />lot cluster agreement as recommended for approval by staff. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to authorize execution <br />of the lot cluster agreement and declaration request from Carl Cranor for Lots 14 and 15, <br />Block 1 in the Homestead Subdivision. Motion passed unanimously. <br />SKYLAND FILING 3 LAND USE CHANGE: Planning Director Joanne Williams was present, <br />along with applicants Lou Costello, Rick Divine and their engineering representative John <br />Reed. Attorney Mike Dawson was also present for Skyland. On February 21, 2003 the <br />Planning Commission unanimously approved the Preliminary Plan application for Filing 3, <br />Skyland Subdivision, ND Enterprises LLC. Planning Director Williams stated that <br />additional geotechnical studies will be done on one lot prior to Final Plan consideration. <br />The recreational trail will also need to be finalized, and reviewed by the Trails Commission. <br />John Reed distributed maps showing the location of Filing 3 within the Skyland <br />development, and described the topography. The Planning Commission went on a site visit <br />and subsequently requested that some of the building envelopes be moved to reduce <br />visibility. The relocated envelopes were noted on the map. John Reed said that who will <br />pay for the relocation of the recreational trail has not yet been resolved. <br />Planning Director Williams noted that the Planning Commission has approved a "Warning <br />and Disclaimer of Geologic Hazards Affecting Use and Occupancy of this Property ", to be <br />included on the Final Plat, and within the applicable recorded document approving the Final <br />Plan, to be signed by the applicant. If the final geologic hazard mitigation includes a <br />requirement for a gate on the access road, that requirement shall be referenced within the <br />Warning and Disclaimer.
