John Reed responded <br />that the potential avalanche path has been calculated in review of this application. <br />The Board discussed their previous site visit for this application. The number of pets <br />allowed in Skyland, and the maximum house size square footage were reviewed. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to adopt the Planning <br />Commission Recommendation for the Preliminary Plan of Filing 3, Skyland Subdivision, <br />dated February 21, 2003. Motion passed unanimously. <br />Planning Director Williams noted that the Board must take action on whether or not to <br />conduct a public hearing prior to Board approval. The Planning Commission has <br />recommended that no public hearing be conducted. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to not conduct a public <br />hearing on this application. Motion passed unanimously. <br />PLANNING DEPARTMENT REPORT: Planning Director Joanne Williams submitted a <br />written report summarizing 2002 activities in the Planning, Building, and Environmental <br />Health Departments. She said that the new permit- tracking software is working out well, <br />although full coordination with other County departments is not yet in place. <br />Land Use Change Permits in 2002: 90 total applications; 41 Administrative Reviews, 1 <br />withdrawn; 49 Minor Impact, 3 withdrawn; 1 Major Impact; 1 LPIP withdrawn. <br />ISDS Inspections in 2002: 394 total inspections; 121 permits issued. <br />Chairperson Field asked why there were so many more inspections than permits issued. <br />Planning Director Williams responded that on -site visits and inspections during installation <br />of a system are required prior to permit issuance. <br />Building Inspections for 2002: 796. Total mileage for building inspections: 24,842. <br />Planning Director Williams reported that monthly reports for environmental health and <br />building statistics are now being provided, free of charge, via e -mail. She said that <br />additional projects in the department include work on the temporary oil and gas regulations, <br />and training of new Planning Commission members. Planning Commission meetings are <br />currently being scheduled into May. <br />The Board initiated discussion regarding possible Land Use Resolution amendments. <br />Commissioner Anderson requested that lighting, signs, and open space be re- considered. <br />He is particularly concerned about the lack of lighting allowed. Commissioner Starr <br />responded that perhaps the Comprehensive Plan could result in different regulations for <br />different areas of the County. <br />Commissioner Starr suggested that the LUR be shortened without amending substantive <br />provisions. Planning Director Williams responded that the Sonoran Institute had reviewed <br />the County's LUR and had suggested that the document could be separated with Minor <br />Impacts being a smaller document. She asked if the Board would want to wait until the <br />Comp Plan is completed before working on the codification of the LUR document. <br />Commissioner Anderson agreed to wait, but would like a cost estimate prior to that time. <br />Planning Director Williams will provide cost estimates on the codification of the LUR at the <br />second meeting in April. <br />LUNCH: From 11:50 a.m. to 1:10 p.m. the Board recessed for a lunch break. <br />http : / /www.co.gunnison.co.us/BOCC /minutes /20030325mn.html 6/6/2003 <br />
