GUNNISON COUNTY BOARD OF COMMISSIONERS <br />Page 3 of 14 <br />if there is a law allowing for federal aid if the number of seats into an airport are cut a certain <br />percentage. Kathie Lucas responded that she was unsure that law would apply to our <br />situation. County Manager DeVore said he would have airline consultant Kent Myers check <br />into that. Kathie Lucas also reported that two Airport projects are getting underway. <br />CORRESPONDENCE: County Manager DeVore summarized items included in the Board's <br />correspondence packet. <br />WATER RESOURCE FUND: County Manager DeVore presented a resolution for the Board <br />to authorize expenditure of funds from the Water Resource Protection Fund. The specified <br />funds were approved by the Board at their March 4 meeting for engineering work on the <br />Black Canyon water rights litigation. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to adopt Resolution <br />#2003 -24, A RESOLUTION AUTHORIZING EXPENDITURE OF FUNDS FROM THE WATER <br />RESOURCES PROTECTION FUND FOR THE WATER RESOURCE PROTECTION <br />PURPOSES. Motion passed unanimously. (See attachment to Minutes). <br />CLOUD SEEDING UPDATE: County Manager DeVore reported that Don Griffith of North <br />American Weather Consultants has requested clarification from the State on why cloud <br />seeding cannot take place when avalanche warnings are in place. Colorado is the only state <br />that North American Weather Consultants works in that has this restriction. A status <br />report and map of the cloud seeding generators serving Gunnison County was also <br />reviewed. Don Griffith will come to Gunnison at the end of the season to discuss the project <br />and to prepare for next season. This meeting will include discussion of modifying the <br />permit for additional areas, or initiating a new permit process for additional areas. The <br />Board suggested that Hinsdale and Saguache counties be invited to attend that meeting, to <br />discuss their possible participation. County Environmental Health Specialist Richard <br />Stenson was present and reported that the March 1 Gunnison Basin water report indicates <br />the snowpack level to be at 85 -86% of average. However, precipitation in February was 117% <br />of average. <br />CAPITAL IMPROVEMENTS PROGRAM: County Manager DeVore distributed a copy of the <br />draft updated Capital Improvements Program. The Board discussed the draft briefly and <br />agreed to consider it further at the next regular meeting. <br />SOMERSET WATER SYSTEM: County Manager DeVore and Chairperson Field met last <br />week with Oxbow Mine representatives, to discuss problems with the Somerset water <br />system. Oxbow has a contractual obligation to provide water to Somerset. Oxbow would <br />like to separate their own system from Somerset's, and are preparing an application for <br />Department of Local Affairs Energy Impact Assistance funding for the Somerset portion. <br />County Manager DeVore stated that separation of the mine and town water system will result <br />in Somerset having it's own system when the mine is no longer there. Public Works <br />Director Marlene Crosby was present and discussed her concerns with the Somerset sewer <br />system as well. <br />ENERGY IMPACT ASSISTANCE GRANTS: County Manager DeVore reported that State <br />funding shortfalls could jeopardize Department of Local Affairs EIA grant funding. There <br />are rumors that the next round of funding will be eliminated, with the $11 million in funds <br />from that round instead being put into the State's General Fund. There has also been <br />discussion that DOLA field personnel could be eliminated. The Board requested that a <br />letter to legislators be drafted for their signature, stating the County's concerns with the <br />funding and personnel reductions. <br />http : / /www.co.gunnison.co.us /BOCC /minutes /20030325mn.html 6/6/2003 <br />
