He reported that for many of the <br />people, they are being sentenced to increasingly lengthy terms due to multiple offenses. <br />Commissioner Starr commented that these people should be in long -term treatment <br />programs. Sheriff Murdie stated that sentencing of DUI offenders typically includes <br />attendance at AA meetings, regular urinalysis testing, etc. Treatment and community <br />corrections options are difficult to get into. <br />Sheriff Murdie discussed the impending retirement of long -time employee Bill Sunderlin, and <br />the resulting staffing transfer and hire. He is also considering replacing a retiring 1 /2 time <br />administrative secretary with a full time secretarial position to assist with the Alternative <br />Services program. <br />ELKHORN SALOON LEASE: Interim Airport Administrative Manager Kathie Lucas and <br />Interim Operations Manager Frank Anderson and Staff Accountant Ben Cowan, along with <br />Mike Holloway of Elkhorn Saloon and his attorney Tom Riser were present. The existing <br />Elkhorn Saloon lease expires on April 15. <br />Kathie Lucas reported that Mike Holloway contacted her and said the Elkhorn Saloon would <br />like to discuss renewing the lease based on paying 10% of gross sales. She said that, based <br />on recent gross sales reporting, the 10% of gross being offered would result in the lessee <br />paying the Airport half of what they currently pay. Ben Cowan stated that the rental car <br />companies currently pay both a base rent plus a gross sales percentage. <br />Mike Holloway stated that he and his partners cannot continue operating the Elkhorn Saloon <br />if they have to pay a flat rent. He said that sales are down about $10,000 from last year, <br />and being open in the summer isn't profitable at all. Tom Riser suggested that the Elkhorn <br />Saloon partners take a close look at their financial information prior to proceeding. <br />Kathie Lucas suggested that since the lease is up on April 15, a decision needs to be made <br />soon in order for the County to decide how to provide food service if Elkhorn does not <br />continue as the tenant. She added that she has requested a preliminary report on typical <br />airport rates and charges that is being prepared as part of the Airport Master Plan <br />Update. Further consideration of the Elkhorn Saloon lease will be scheduled on the <br />Board's April 8 agenda. <br />LOCALIZER RELOCATION: Kathie Lucas presented an MOA for the continuation of the <br />Airport Localizer relocation project. Moved by Commissioner Starr, seconded by <br />Commissioner Anderson to authorize execution of the MOA #NMR13402M between the <br />Gunnison County Airport and the Federal Aviation Administration. Motion passed <br />unanimously. <br />KIRKLAND CONSTRUCTION CONTRACT: Kathie Lucas presented an agreement, as <br />reviewed by County Attorney Baumgarten and prepared by special counsel Mike Morgan, for <br />the cancellation of contract and release of the payment and performance bond for Kirkland <br />Construction. This is related to cancellation of the contract for the Gold Basin Road <br />project. Moved by Commissioner Starr, seconded by Commissioner Anderson to authorize <br />execution of the cancellation of contract agreement and release of payment and performance <br />bonds between Gunnison County and Kirkland Construction LLP. Motion passed <br />unanimously. <br />AIRPORT UPDATE: Kathie Lucas reported that she just received information that from <br />April 7 to May 4, only one commercial flight per day will come into the Gunnison - Crested <br />Butte Regional Airport. That flight will carry 32 passengers. Beginning May 5 there will be <br />two flights, but that arrival and departure schedule has not been announced.
