GUNNISON COUNTY BOARD OF COMMISSIONERS Page 1 of 14 <br />GUNNISON COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING MINUTES <br />March 25, 2003 <br />The March 25, 2003 Board of Commissioners meeting was held in the Commissioners Meeting Room at <br />the Courthouse. Present were: <br />Fred Field, Chairperson John DeVore, County Manager <br />Jim Starr, Vice - Chairperson Kelly Balch, Clerk to the Board <br />Perry Anderson, Commissioner Others Present As Listed In Text <br />CALL TO ORDER: Chairperson Field called the regular meeting to order at 8:10 a.m. <br />Commissioner Starr had not yet arrived. <br />CONSENT AGENDA: Moved by Commissioner Anderson, seconded by Chairperson Field to <br />approve the consent agenda items, as submitted. Motion passed. The consent agenda <br />items approved are as follows: <br />1. Petition for Abatement of Taxes - Community Christian Ministries - $ 1225.82 <br />2. Agreements for Undesirable Weed Management with: USFS, Town of Crested <br />Butte, Town of Mt. Crested Butte, Town of Pitkin, Hinsdale County, City of <br />Gunnison <br />3. Agreement with USFS Regarding Campground Patrols by County Sheriff Dept. <br />4. MOA with Adaptive Sports Center for 2003 Funding - $5000 <br />SHERIFF/ DETENTION DEPARTMENT REPORT: Sheriff Rick Murdie was present to <br />discuss department operations and issues. He reported that the Detention Center <br />population is averaging 35 per day. Having the downstairs work release facility, and using <br />the former Detox Center for work release or female detention, has helped relieve the stress of <br />having too many people in the upstairs Detention Center. He reported that there was <br />recently a fight in the upstairs Detention Center. <br />Commissioner Anderson commented that a large percentage of the persons serving time in <br />the Detention Center are for DUI offenses. He asked about other sentencing options, such as <br />home monitoring or breathalizer testing. Sheriff Murdie responded that electronic home <br />monitoring is available for sentencing in Gunnison, but the judge's are choosing to not use <br />it. He believes alternative types of sentencing should be pursued for some people. <br />Sheriff Murdie advised the Board of a concern he has for rising costs to transport people <br />back and forth to Gunnison for court appearances. For juveniles being detained out -of- <br />town between court appearances, he feels that many of them should be transported by their <br />parents. Costs for transportation thus far in 2003 are $6000, with the total cost in 2003 of <br />around $20,000. He suggests that with increasing budget problems locally and statewide, <br />some court appearances should be done via phone conference. County Manager DeVore <br />suggested that the Board schedule a meeting to include the Sheriff, the District Attorney, and <br />the judges. He believes that this group needs to explore ways of doing business differently. <br />■ Commissioner Starr arrived at the meeting. <br />County Manager DeVore described the Restorative Justice program which has been <br />implemented in the community. Sheriff Murdie suggested that the Restorative Justice <br />representatives meet with the Board, the District Attorney, and the judges to discuss their <br />program.
