Qualificatio Review <br />Bidders are to submit feasibility study nominated personnel and corporate qualifications <br />for evaluation. The specific criteria for this submittal are at Proposal Format below, <br />references to Appendix A and B. The County will evaluate this submittal based upon the <br />criteria set forth at Bid Evaluation, below. <br />Technical Review <br />Short- listed bidders are asked to prepare and submit the technical proposal and <br />Appendix C information for evaluation. The technical proposal and Appendix C will <br />follow the criteria referenced at Proposal Format. The County will evaluate this submittal <br />based upon the criteria set forth at Bid Evaluation. As part of the evaluation, the County <br />reserves the right to request for review a copy of the bidder's Project Management and <br />Quality Assurance /Control procedures. The County reserves the right to conduct, if <br />necessary, a second round of RFP refinement, questions and answers, and /or <br />interviews at County offices in Lake City, Colorado. <br />Submittal and Award Schedule <br />The County requests that Pre - Qualification packages be submitted by Close of Business <br />(COB) April 30, 2003. The County anticipates it will complete its review and notify <br />bidders of the short list by May 9, 2003. <br />Short- listed bidders are to submit technical proposals and Appendix C information within <br />four weeks, to be received at County offices no later than COB June 6, 2003. This <br />schedule may vary depending upon the interest in a pre -bid meeting. At bidders' <br />request, the County will be available for a pre -bid meeting the week of May 12 at Lake <br />City, Colorado. Otherwise, bidders may submit questions to the County by May 16, <br />2003. The County will respond in writing to all bidders' questions within two weeks. The <br />County will require at least two weeks to review submitted bids. The County anticipates <br />announcing the award on or shortly after June 20, 2003. Following contract negations, <br />the contract will be signed. <br />Proposal Format <br />The County has structured the proposal format such that the short- listed bid packages <br />(technical and appendices) constitute a complete package. Short- listed bidders need <br />only submit the technical portion and Appendix C information of the proposal. <br />The technical portion of this proposal shall not exceed 50 pages. Appendix A shall <br />contain resumes of proposed project personnel and not exceed 25 pages. Appendix B, <br />the corporate resume shall be directed to experience relevant to this type of this <br />feasibility study and relevant design /build capabilities, and shall not exceed 25 pages. <br />Appendix B may include published corporate materials (brochures, marketing packets, <br />etc.) that will not be counted against the page limit. If the majority of key personnel are <br />from a local (Colorado based) office, the bidder must state relevant experience for this <br />office and staff to projects of this scope. <br />RFP, Hinsdale County, Lake San Cristobal <br />Page 5 <br />4/15/2003 <br />
