The bidder shall include in Appendix A three references each that are relevant to this <br />type of bid for the project manager and the lead technical engineer. The bidder will <br />submit three corporate and three local office references (if corporate and local office are <br />equivalent than three are acceptable) that are relevant to this type of bid. <br />The bidder will provide its change of scope procedures in an Appendix C. <br />The proposal shall be single spaced in 12 -font type. <br />For all submittals the bidder shall provide five bound hard copies and 2 CD ROMs in <br />Microsoft Word format. <br />Bid Evaluation <br />While the County is interested in the lowest bid, cost alone will not be the governing <br />factor in selection. Factors, without weight and/or rank, which will be considered for the <br />Qualifications and Technical bids are: <br />Qualification Review <br />1. Quality (experience, skill and education) of personnel and their demonstrated <br />participation in items 2 through 6. <br />2. Demonstrated ability to work with multiple small government entities and/or <br />NGOs. <br />3. Demonstrated ability to deliver projects of this scope on time and on budget. <br />4. Demonstrated ability to cant' a project of this type through design /build. <br />5. Demonstrated ability to work with regulatory agencies and participate in <br />public forums. <br />6. Demonstrated ability of local office to perform 2 through 5. <br />Technical Review <br />1. Cost. <br />2. Innovativeness. <br />3. Ability to clearly and concisely address the RFP tasks. <br />4. Personnel and corporate reference checks. <br />5.
