The project manager shall be of sufficient experience and qualifications, including that of <br />a State of Colorado Registered Engineer (registration shall be in a relevant field), to <br />review and approve all work submitted to the County. No peer review, internal or <br />external to the bidder, will be funded. <br />The named key individuals are expected to be available at start of work. The County <br />shall approve in writing the replacement of any key individual(s) unavailable at time of <br />contract signing. The County reserves the right to re -award or re -bid this work if the <br />level of replacement of key individuals is unacceptable. <br />While the County is a government entity, it does not administer its contracts under U.S. <br />Government or State of Colorado procurement rules. For purposes of this bid, the <br />bidder should treat this bid as a commercial bid. <br />Terms <br />Insurance: The bidder shall provide with the technical proposal the name(s) of its <br />insurer(s), type of insurances, coverage, and any special terms and <br />conditions. At award the successful bidder shall provide copies of its <br />insurance certificates. <br />Payment: Payment shall be incremental based upon agreed to completion of <br />milestones. Final payment shall be after acceptance of the final report <br />and constitute at least 20% of the total contracted price. <br />Contract: The contract will be fixed price not to exceed. <br />Auditing: The County shall have access to the bidder's records (technical, <br />administrative and financial) for purposes of auditing records associated <br />with this feasibility study. It shall be at the County's discretion to <br />determine if an audit is necessary. Any audit would be at a mutually <br />agreeable time and place. <br />Future Work: The successful bidder shall be allowed to bid on any future related work. <br />Submittal <br />The County will select bidders using a two -step process. The first step is an evaluation <br />of bidder feasibility study nominated personnel and corporate qualifications and selection <br />of a short list. The second step is a technical review of the bidder's proposed scope of <br />work for this RFP. The evaluation of the short- listed bidders in this second step may <br />include a second review of qualifications. <br />At the conclusion of each step, the County is available for a one -on -one debriefing for <br />interested unsuccessful bidders.
