Task 1 <br />Using existing data and information, compile, review and summarize in writing: <br />1. Hydrological studies of the Lake, and its inlet and outlet. <br />2. Historical improvements. <br />3. Surrounding land surveys. <br />4. Regulatory review of current Lake status including the State's 8995 ft. claim. <br />Any insufficient data should be identified, tasks defined to compile the data, costs <br />estimated, and incorporated in the project schedule in Task 4. <br />Task 2 <br />The County is interested in establishing the maximum feasible storage capacity above <br />the State's 8995 ft. filing. The bidder will execute, evaluate and report on the following: <br />1. Establish, by certified survey, the 8995 ft. level at or near the Lake's outlet at <br />a location acceptable to the County. <br />2. Review historical Lake levels in relation to the 8995 ft. level. <br />3. Evaluate one -, two- and three -foot storage levels above the 8995 ft. level on <br />engineered structures and their uses, Lake front property and its uses, wildlife <br />habitat, and Lake use. <br />4. For each additional one -foot level increase prepare GIS maps showing effect <br />on Lake front property, compute the amount of storage in acre -feet, and <br />compute the surface area. <br />Task 3 <br />The County requests that the bidder develop at least two conceptual engineering <br />designs that meets the managed storage requirements envisioned by this study. The <br />alternatives shall consider a minimum of one -foot storage capacity and a maximum <br />consistent with the Task 2 findings. In preparing these alternatives, the following should <br />be considered: <br />1. Engineering and construction costs. <br />2. Operation and maintenance costs. <br />3. Ability to and degree to which releases can be managed. <br />4. Regulatory requirements associated with the proposed structure and it <br />operation. <br />5. Operational life. <br />6. High -flow event the structure is designed to withstand. <br />7. Fatal flaw analysis of structure and associated down steam impacts. <br />8. The location of the storage structure is at a visually sensitive location <br />adjacent to a scenic by -way.
