REQUEST FOR PROPOSAL <br />Outlet Structure For Storage And Managed Flow <br />Lake San Cristobal - Hinsdale Country, Colorado <br />Introduction <br />Hinsdale County (the County) is soliciting bids in response to this Request for Proposal <br />(RFP) to begin the feasibility study of artificially raising Lake San Cristobal (the Lake) at <br />least one foot in elevation. The County, in collaboration with the Upper Gunnison River <br />Water Conservancy District (UGRWCD), is considering using the additional one -plus <br />foot of water storage for augmentation purposes. The focus of this RFP is to compile <br />and evaluate existing data and information, prepare conceptual engineering design(s), <br />and assess ancillary and regulatory requirements. <br />Location and History <br />The main water body within the County and the focus of this RFP is Lake San Cristabol, <br />which lies within the drainage for the Lake Fork of the Gunnison River, above Blue Mesa <br />Reservoir. Approximately 800 years ago the Slumgullion Earth Flow formed the Lake, <br />Colorado's second largest. The Lake is currently artificially maintained using natural <br />rock placement at an elevation of V8995 ft MSL. Using this method Lake level varies V3 <br />feet. Its surface area is V 320 acres. The State of Colorado has filed on all water at or <br />below `48995 ft. <br />In the early 1950's after a high flow event that scoured the Lake's outlet, an artificial <br />timber /boulder structure was embedded at the Lake's outlet. This outlet raised the Lake <br />level approximately four feet. The current natural rock Lake -level management system <br />sits atop the remnants of this timber/boulder structure. <br />Feasibility Study Tasks <br />While some information is available for the issues listed below, it has not been complied <br />in a readily accessible location or format. Attached is a copy of two pertinent records: a <br />1991 feasibility study to construct a structure for Lake management and a recently <br />released report by the Dam Safety Engineer for Water Division IV, State Engineer's <br />office. The County will assist in identifying and/or providing information as needed. <br />The issues to be addressed by this study are listed below. However, the bidder is <br />requested to review and address this list.
