Gimbel <br />CWCB Director <br />FROM: Veva Deheza, Section Chi <br />Kevin Reidy, Water Conservation Specialist <br />Office of Water Conservation & Drought Planning ( OWCDP) <br />DATE: May 11, 2010 <br />SUBJECT: Water Efficiency Grant Fund Recommendation for Arkansas Valley Conduit <br />Regional Water Conservation Plan and Conservation Tool Box <br />Summary of Grant Application <br />The Office of Water Conservation & Drought Planning ( OWCDP) received a Water Efficiency Grant <br />Fund application from the Southeastern Colorado Water Conservancy District (SECWCD) for the <br />Arkansas Valley Conduit Regional Water Conservation Plan and Conservation Toolbox. SECWCD will <br />create a regional conservation plan and a conservation toolbox from which 40 conduit participants will <br />develop locally specific conservation activities. With the successful completion of this project the 40 <br />conduit participants would operate under a CWCB approved water conservation plan. SECWCD is <br />requesting $39,926 to develop a water conservation plan that will comply with §37 -60 -126 C.R.S. and the <br />accompanying conservation toolbox to expand water conservation planning efforts. <br />The water provider participants are located in the Arkansas River Basin where SWSI identified an <br />increase in demand of 98,000 of by 2030. Many of the participating water providers face water quality <br />issues and water conservation will be vitally important in stretching the high quality water supply coming <br />from the Arkansas Valley Conduit Project. <br />SECWCD and the water provider participants have pledged 73% matching funds in the form of cash, in <br />kind services and a USBR water conservation field services grant. OWCDP staff has reviewed and <br />evaluated the grant application and has determined that the proposal meets or exceeds the CWCB <br />guidelines for reviewing grant proposals. Attached is the internal checklist used to evaluate the <br />application. <br />Recommendation <br />The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB, authorize a Water <br />Efficiency Grant in the amount of $39,926 to the SECWCD to develop the Arkansas Valley Regional <br />Water Conservation Plan in accordance with §37 -60 -126 C.R.S. <br />Attachment.
