3. The Enterprise and Participant intend that the additional storage space
made available by Enlargements will be for the exclusive use of the
Enterprise and the Enlargement Participants, except as provided below,
with the Participant entitled to use its allocated portion of such storage in
the amount established by Participant's Enlargement Allotment Contract.
a. Any unused space in Enlargements may be used exclusively by the
Enterprise, on an if -and -when available basis, i.e., when any of the

Enlargements, except as provided below. The Enterprise will store
water on this basis after filling Enterprise Water Management

to spill if and when the Participant has water to store in its unused
