ENLARGEMENTS MOA

authorizing the issuance of Participant's utilities system
revenue bonds and (2) the proceeds of Participant's utility
system revenue bonds as the City may, in its discretion,
decide to issue from time to time (collectively, the "Capital
Limited Source of Payment ");
(b) The Enterprise shall look solely to the Operations Limited Source
of Payment and the Capital Limited Source of Payment, as
applicable, for payment of all amounts due from Participant under
this Agreement;
(c) Participant's obligations to make payments under this Agreement
(1) shall not be payable in whole or in part from any tax revenues
of the City of Colorado Springs (the "City "), (2) are not secured by
the full faith and credit of the City, (3) are not general obligations .
of the City, (4) shall not require, nor be subject to, the prior
appropriation of funds as set forth in the City Charter, including,
but not limited to, Section•7 -60 thereof, (5) are not subject to the
