<br />- 3- <br /> <br />o Tom Cech of the Central WCD graciously pointed out that $485,000 water user money <br />divided by 20,600 AF would give the water users an idea of their portion of funds to help <br />complete the study. This would be $23.50/ AF per water user based on their requested need. <br />This is a reasonable request by the CWCB for assistance from the water users. However, <br />there are no guarantees that the total 20,600 AF pool will be reallocated at this point. <br /> <br />o The Corps and the CWCB will work together to contract for and complete an Antecedent <br />Flood Study. A new antecedent flood study was one of the alternatives to get to additional <br />storage space that was identified by the Corps. (Meeting minutes from 5-5-2004 explain <br />the proposed methods to get additional storage). <br /> <br />o It can be assumed that additional environmental mitigation and possibly downstream <br />flooding impacts will add to the cost per acre-foot as well. <br /> <br />. On behalf of the Water Users Subcommittee the CWCB will contract Brown and Caldwell to <br />prepare a water users operational plan for the Corp's reservoir routing model. <br /> <br />. Brown and Caldwell was requested to attend the meeting then to develop a questionnaire/form to <br />give to the water users that asks basic questions like: how much storage space is requested, what <br />are the water users monthly demand schedules, water rights to be used to fill the reservoir, etc. <br /> <br />. Water Users asked about a referee or CWCB judgment over the water user proceedings. <br /> <br />o The simple answer is that the Corps has made this opportunity (storage space at Chatfield) <br />available and the CWCB has taken the lead to complete the study on behalf of water users. <br />If the water users can't work together to develop a joint recommendation this study will <br />suffer the fate of the Bear Creek Reallocation Study (mid 1980s looking at 400 AF). <br />Centennial W&S, Mt. Carbon Metro District and Central Colorado WCD, and other water <br />users were a part of the Bear Creek Reallocation Feasibility study that was eventually shut <br />down by the Corps. <br /> <br />o The goal of this Water User Subcommittee process is to prepare a joint recommendation to <br />go to the CWCB Members to be endorsed at a scheduled CWCB meeting. The CWCB and <br />the Corps will use this recommendation in the preparation of the EIS. <br /> <br />o Another goal of this process is some type of jointly signed document that binds water users <br />to their commitment to storage space and commitment to study costs for their share of <br />requested space at approximately $23.50/AF. The CWCB will take the funds from water <br />users and will use them to meet federal cost share requirements. <br /> <br />o July 1,2005 is the date that the CWCB will need funds from the water users. <br /> <br />. Rick McLoud - Chair of the Subcommittee stated that he would like some flexibility built into the <br />process but the goal of the next three meetings are to formulate the recommendation previously <br />mentioned. <br /> <br />Flood Protection.
