On February 26, 2003, Tri-State Generation and Transmission Association, Inc. <br />(hereinafter, "Tri-State") filed a timely Statement of Opposition. <br />B. The River District and Tri-State entered into a Stipulation and Agreement on May 4, <br />2005, by which Tri -State consents to the entry of this decree. The Stipulation and <br />Agreement is incorporated herein by this reference. <br />5. Report and Summary of Consultation by the Division Engineer: The Water Court finds that <br />the River District has addressed the issues raised in the Division Engineer's Report and <br />Summary of C onsultation dated May 7, 2003. <br />6.
